April 5, 2022 C-1981-035/King Coal Mine JHB <br /> (LCC)on the Federal mine permit. One of the sediment traps on the east side of the access had vehicle ruts at the <br /> south side. Maintenance of this sediment trap is needed to assure proper function. GCC may need to remind the <br /> contractors to pay attention to the sediment control structures. For spring conditions,the sediment control and <br /> drainage system was in good condition and functioning as required. <br /> The Old Barn area sediment control structures were in place. The silt fencing was well anchored, intact,and <br /> functioning well. The contractor has a small pile of road material stored within the sediment control system. No <br /> disturbances outside of the approved disturbance area have occurred. The operator needs to assure that the <br /> contractor continues to maintain the sediment control system. Grading of the access road at the east SAE area has <br /> blocked the ditch to the SAE. GCC need s to assure that runoff from the roadway is able to drain off the road and <br /> into the designated sediment control structures.No gullying was occurring on the road or within the sediment <br /> control area. We did not drive up the road since the operator was anticipating heavy traffic due to materials <br /> delivery. <br /> King II area ditches were unobstructed and functioning well. The cattle guard drainage under the haul road was <br /> clear and functioning. The silt fencing at the gravel storage SAE on the east side of the haul road has two sections <br /> that the silt fencing requires repair. There was no evidence of sediment bypassing the sediment control system. <br /> GCC needs to maintain this silt fencing. Culverts throughout the King II facilities area are clear and functioning <br /> well. Culvert C19 at the Topsoil Stockpile 92 was not clear. This culvert only functions for access to the topsoil <br /> stockpile. Drainage at the Clean Coal stockpile is not impeded by the poor function of this culvert. However, <br /> maintenance of all designed culverts and sediment control structures is necessary as regular area maintenance. <br /> Pond 1 had good vegetative cover, and was holding a very shallow pool of water by the discharge risers. There <br /> was no evidence that any discharge had occurred, and the pool of standing water was well below the discharge <br /> elevation. Some trash has blown into the north end of the pond near the dumpsters. Clean up of this windblown <br /> trash when conditions allow is needed. <br /> Mike informed the inspector that he had collected groundwater samples the third week of March at the MW 1 and <br /> MW5 well. GCC needed to use a snow-cat to access the wells and collect the samples. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> The operator has placed refuse material on the lower RDA. The RDA was dry at the time of the <br /> inspection. Refuse has been laid out in windrows ready to be spread and compacted. The operator has been <br /> adding material to the west side of the lower RDA to bring the configuration into agreement with the design. The <br /> inspector took measurements of the slope of the lower RDA with a hand held inclinometer. From the east side of <br /> the lower RDA to the west side the measurement was 5%(-4 degrees). No gullying was noted on the lower RDA. <br /> Runoff appears to be managed appropriately. <br /> The road was dry enough to access the upper RDA. The upper RDA was dry and GCC has not been utilizing the <br /> upper RDA for new refuse placement yet this Spring. GCC had shaped temporary drainage berms into the surface <br /> of the upper RDA. This practice was very effective in directing runoff into the water intercept ditch at the south of <br /> the upper RDA. These temporary berms also were effective in directing water away from the road,and eliminated <br /> the formation of gullies on the west side of the upper RDA.
