Mr.Mike McFarland accompanied the
inspector and represented GCC Energy,LLC. The weather was sunny, clear and dry, with occasional gusty winds.
The mine is an active underground mine.
Coal was being mined at the time of the inspection and raw coal was being added to the raw coal pile via the
stacker at the time of the inspection.
AIR RESOURCE PROTECTION—Rule 4.17:
The operator had a water truck on site during the inspection. At the beginning of the inspection, the water
truck was parked off LPCR 120. The County road was not dusty and was well compacted. The water truck was
watering the King II facilities area later during the inspection. Dust was not observed from the stacker tubes, coal
stock piles,or facilities area at King IL While the inspection was at the King I refuse disposal area, gusty winds
kicked up. No dust was observed during these gusts.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10;
Diversions 4.05.4;Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Impoundments 4.05.6,
4.05.9; Stream Buffer Zones 4.05.18:
The ditches throughout King I facilities and RDA are clear of debris and functioning appropriately. No
additional sediment cleaning has resumed at the West pond. The\West Pond was holding a shallow pool of water
towards the north end of the pond. Due to the wet conditions,it may be some time before GCC can continue
sediment removal from this pond. Although the operator has placed an orange warning post at the break in the
road berm for access to the pond,if this delay in continuing the clean out extends for an extended period,GCC
may consider,re-establishing the berm. The East pond was holding a shallow pool of water at the north end. This
pond has adequate storage capacity. No concerns were identified with the East Pond.
The sediment traps along the haul road from county road 120 were mostly in good repair. The contractors are
using this area north of the King I gate as a parking area while they are working on the Low Cover Crossing
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 3
Page 2 of 6
