Further measures that will be implemented include <br /> watering of all work surfaces and other earthen surfaces to arrest dust and <br /> particulate emissions, using vegetation to stabilize soil stockpiles,minimizing the <br /> amount of disturbed area, immediate reclaiming of all previously mined areas, <br /> and facility design which incorporates features such as berms,baghouses at all <br /> load out points to capture dust, and wash plants for aggregate. <br /> Section 8.12 Water Quality: The Health Department has also indicated the need <br /> for a discharge permit and has provided information regarding these permits. <br /> Applicant's Ground Water Sampling and Analysis Plan was approved by the <br /> Mined Land and Reclamation Board and was reviewed by the Division of <br /> Reclamation Mining and Safety ensure water qualify will be protected. The <br /> Board finds water quality issues have been appropriately addressed as detailed <br /> through testimony and written submittals. <br /> Section 8.16 Fences: Any perimeter fencing for the project must comply with the <br /> requirements in Section 8.16.2. <br /> Section 8.15 Site Lighting The applicant has prepared a photometric plan to <br /> address the provisions of this section of the Code, and the plan is a part of the <br /> application which are required to be met by applicant. <br /> d. The proposed use will not result in a substantial adverse impact on <br /> property in the vicinity of the subject property. <br /> Impacts that may arise from mining and the batch plan include noise,traffic, and <br /> air and water quality. <br /> Applicant provided noise,real estate value, hydrologic, air quality and dust, <br /> ground water monitoring and well studies, and traffic analyses in response to the County <br /> staff and citizen sketch plan comments All of these analyses indicate applicant can meet <br /> code standards and state and local regulations outright or through mitigation measures. <br /> In addition,air and water quality will be further addressed through the issuance of <br /> permits for any discharges. <br />
