The Authority notes its concerns <br /> would be a part of any Site or Building permit reviews. These generally address <br /> fire access to and around structures and emergency site access. <br /> 8.1.5 Road Capacity and Level of Service Standards: The issues of access point <br /> and ROW have been reviewed and addressed by the Engineering Department. <br /> The applicant's proposal to construct a center auxiliary lane and improve the <br /> roadway width have been addressed by the Engineering Department and the Board <br /> finds these proposals to be adequate for the proposed mining and batch plant uses. <br /> Section 8.2 Wetland Areas: County Maps do not show any significant wetlands <br /> on site. <br /> Section 8.3 Hazard Areas: County Maps show the site as having no Geologic <br /> Hazards. <br /> Section 8.4 Wildlife: The State Division of Wildlife(DOW) and the staff <br /> Environmental Planner have evaluated the plan for the site and use and no <br /> conflicts have been identified. <br /> Section 8.5 Landscaping: The proposed berms are to be planted with grasses and <br /> any other buffering and screening plans are addressed in the proposed landscape <br /> plans. These meet the requirements of the Code. <br /> Section 8.6 Off Road Parking Standards: Off road parking is shown on the plans <br /> and is not expected to be an issue with this request. <br /> Section 8.10 Signs: All signs will need to be permitted thru the approval of a <br /> Sign Permit. <br /> Section 8.11 Air Quality: The Health Department has noted the need for an Air <br /> Pollution Emissions Notice(APEN) for any site disturbance and the batch plant. <br /> The CDPHE concluded that the estimated controlled emissions from the mine <br /> combined with current background levels are well below the Colorado Ambient <br /> Air Quality Standards used for regulatory(permitting)purposes. The County's <br /> prior experience with mines shows that a significant contributor to dust is the haul <br /> road. The principal access drive/haul road will be paved and reduce dust creation. <br />
