Outside a GAM district, the proposed use is consistent with the County <br /> Master Plan. Within a GMA district, the proposed use is consistent with the applicable <br /> supplementary regulations to the GMA district, or if none, with the County Master Plan <br /> or county adopted sub-area plan. <br /> This site is not in a Growth Management Area. It is in an area which has adopted <br /> a special area plan known as the LaPorte Plan Area. This Plan has several designations <br /> including neighborhood commercial at the southwest corner of the property and <br /> residential uses on the majority of the site. The Plan also anticipates that mining may <br /> occur in the Plan Area as an interim use. Portions of the reclaimed site can be used for <br /> future development while others may not be suitable given the nature of the fill and <br /> character of the site. It should be noted that the center auxiliary lane proposed for the <br /> access and egress for the site is consistent with the future roadway plans in the La Porte <br /> Plan. <br /> This site is designated on the County Commercial Mineral Plan. The Plan <br /> requires the Board of County Commissioners act on a mining request prior to allowing <br /> any change in zoning. If it is determined that minerals are not economic to extract or do <br /> not exist at marketable quantities at the site,then the designation could be"overridden' <br /> by the Board of County Commissioners. Gravel resources in the northern Front Range <br /> are becoming limited. Some suppliers have taken to importing those resources from out <br /> of the area and out of state. The Board finds the proposed mine and batch plant are <br /> consistent with the master plan elements adopted pursuant to Section 34-1-304 C.R.S. <br /> regarding commercial mineral deposits. <br /> C. The applicant has demonstrated that this project can and will comply with <br /> all applicable requirements of this code. <br /> 8.L I Sewage Disposal Level of Service Standards: The applicant has proposed <br /> the method for waste water treatment at the batch plant site. An on-site waste <br /> water disposal system is proposed to serve the employees on site. The Health <br /> Department has approved the concept. Permits for the system will be required. <br /> 8.1.2 Domestic Water Level of Service Standards: The applicant has proposed <br /> using one of several taps from West Fort Collins Water supplying domestic water. <br /> 8.1.3 Drainage Level of Service Standards: The size of the site and the <br /> disturbance required applicant to submit a complete drainage analysis. The <br /> specifics of how the developed area drainage plans have been addressed during <br /> the reviews. An onsite detention basin is proposed as a part of the plan. The <br />
