January 24,2022 C-1981-012/New Elk Mine JLE <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The Jansen Coal Loadout area was observed. Coal was being stockpiled at the site in preparation for loading a <br /> train for delivery. Train cars were staged along the rail road. This area was in good repair except for some trash <br /> and debris from the contractors conducting work along the rail line that was observed near the coal stockpile and <br /> along the fence line north of the access road along the rail line. According to Mr.Massarotti,the trash and debris <br /> will be disposed of soon. <br /> At the beginning of the inspection,we met with Mr.Mason and he indicated that NECC was considering <br /> expanding the area affected by the Jansen Loadout to allow for a turnaround area for haul trucks as coal <br /> stockpiling may expand to accommodate higher production. NECC must submit and receive approval of a <br /> Technical Revision to include this proposed truck turnaround within the affected land/permit area. <br /> The West Portal fan site was observed. The area was stable and no problems were noted. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> The soil storage area west of Pond 001A was observed. The berm was in place around both the topsoil and subsoil <br /> stockpiles. Both piles were stable and partially snow covered.
