Exhibit D Mining Plan (cont) <br /> The western most line bisects Lake Marjory from East Lake and <br /> will remain during mining. It serves as the Stage line between <br /> these two stages . This power line was buried, immediately adja- <br /> cent to the existing east permit line on the east side of East <br /> Lake. There are no specific R.O.W. widths listed in the deed and <br /> McAtee has an agreement with the power company to allow mining <br /> within 200 feet of the lines . The current dredge line setback on <br /> each side of the powerline will be maintained at 47 feet; 25 feet <br /> from the powerline to the top of slope and 22 feet from top of <br /> slope to the dredge limit . <br /> The Asphalt and Concrete Batch Plant and parking/stockpile <br /> areas will not be mined as they will remain as Heavy Industrial <br /> and do not need reclamation when mining ends . <br /> Mining is done using a dredge to pump the sand to a screen <br /> where the sand, gravel and water are separated. The material is <br /> then conveyored to the stockpile area. This is the same method <br /> described in the approved Mining Plan. All setbacks around the <br /> site in the new areas will be 25 feet from the permit line or <br /> structures to the top of the slope . As previously described, the <br /> perimeter setbacks around the lakes will be used for access . In <br /> addition, a 6 to 22 feet of dredge setback will be maintained <br /> where needed to protect structures . This line will be the closest <br /> the dredge working face will get to that structure . The area <br /> between the Top of Bank and dredge dig line will then be mined at <br /> a 3 : 1 slope or the material will be pushed in and used as part of <br /> the underwater sloping. These lines are shown on the Mining Plan <br /> Map around the unmined parts of the mine. All existing and pro- <br /> posed setback limits are shown on the maps . <br /> According to the NRCS report from Exhibits I/J from the 2000 <br /> application there was very little topsoil on the west area. It is <br /> possible that we can salvage enough to place 6 inches on the above <br /> water areas . The Soils Map, for the mine have been updated and is <br /> the only change to Exhibit I & J. The new area has the same soil <br /> type as other area of the mine and the description is included in <br /> existing file . As explained previously when McAtee Construction <br /> Company encounters topsoil or growth medium it will be stored on <br /> the setback areas for use in reclamation. If the stockpiles <br /> remain undisturbed for more than a year it will be cover seeded <br /> with the approved seedmix to prevent erosion. The piles will be <br /> within 500 feet of the seedbed to reduce the haul distance. As <br /> mining progresses thru the stage and additional stripping has to <br /> be done, the material will either be stockpiled for later use or <br /> moved directly to the areas needing resoiling. <br /> Processing will continue to take place in the Plant Site <br /> area now located on the south end of Lake Marjorie as shown on Map <br /> Exhibit C. Once mining is done on the West Area we will return to <br /> Lake Marjorie and remove the remaining material in that area. The <br /> estimated direction of mining in each stage is shown as a series <br /> of arrows on the Map Exhibit C-1 Mining Plan Map.
