December 8, 2021 C-1981-019/Colowyo Coal Mine ZTT <br /> 77 <br /> to'dL <br /> New regarded reclamation parcel in West Pit. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement;Drainage Control; Surface Stabilization: <br /> Spoil continues to be placed at the Collom Temporary Spoil Pile. While no active dumping and spoil placement <br /> was occurring at the time of the inspection,noticeable placement has occurred since the previous Division <br /> inspection. Spoil is primarily coming from two portions of the current pit operations;the primary pit area located <br /> just north of the spoil pile and the current stripping operations located within the Collom Gulch. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The Final East Pit Ditch was inspected from above. The ditch was partially snow covered and no issues were <br /> observed. <br /> Collom Ditches D1,D2,D3,D4,and D6 were inspected.All ditches were stable and no issues were observed. <br /> The Section 16 pond was inspected. The pond held no water and was stable with no issues. <br /> The Stoker Pond located near the Gossard Loadout was inspected with no issues. The pond held water at the time <br /> of the inspection. <br /> The Streeter and Prospect Pond were inspected.The Streeter Pond held water and was discharging during the <br /> inspection.The embankment was stable and well vegetated.Both primary and the emergency spillways were <br /> functional. The Prospect Pond held minimal water with no discharge. Recent maintenance occurred in the late fall <br /> with the primary spillway which required the embankment to be laid back and a new discharge tube to be installed. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 8 <br />
