November 3,2021 C-1981-008/New Horizon Mine JHB <br /> well. <br /> Pond 12 was dry and had good vegetative cover. No concerns were noted with Pond 12. Cliff reported that he had <br /> pulled Russian olive and Tamarisk from Pond 12 earlier this fall. No noxious weed species were apparent at the <br /> time of the inspection. <br /> Pond 15 was dry with adequate cover. <br /> Pond 16 was dry. Fair vegetative cover has established in and on the embankments of Pond 16. Cliff reported that <br /> he had taken care of weeds in Pond 16 earlier this fall. No apparent noxious weed species were noted in or around <br /> Pond 16 at the time of the inspection. <br /> Pond 18 was dry. No problems were noted on this pond. <br /> Pond 13 was holding a full pool of water. The CC ditch was no longer flowing, so no irrigation water was being <br /> added to Pond 13. Inflow from the trench drain collection system measured 260 gpm and 257 gpm (total=517 <br /> gpm). The inflow is dispersed by a screen. ERMR cleans the screen periodically to clean off Fe buildup. The <br /> discharge measured 0.48 on the staff gauge. The discharge was slightly cloudy and had a slight sulfur smell. <br /> Discharge to Tuttle Gulch was fairly clear. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover;Timing: <br /> Irrigated pastures were observed. As noted previously in this report, irrigation activities have ceased for <br /> the season. Repairs to the Benson West irrigated pasture(IP-8)have filled in well. Some low spots are still <br /> evident in this field,but these low spots do not appear to be ponding water. The pasture appears healthy and <br /> dormant for the season. <br /> Irrigated pasture Lloyd,appears healthy. This field has been reclaimed and reseeded at two different years, <br /> reclamation parcels IP-9, and IP-11. There exists a ditch between the fields due to the timing of seeding. Now <br /> that both parcels have been seeded and irrigated,the landowner would like to manage the parcels as one field, and <br /> eliminate the ditch between the parcels. The Division is in agreement with this management, and sees no value in <br /> maintaining the ditch. Irrigation tail water will be handled at the western side of parcel IP-11. For Bond release <br /> purposes,this field,will still be composed of two parcels due to the different seeding times, 2014,versus 2020. <br /> Irrigated Cropland(Morgan property)was seeded to alfalfa hay(seed mix 7)this spring in accordance with the <br /> approved rotation plan. See table 2.05.4(2)(e)-3 in the permit. Due to interruption in the CC ditch irrigation water, <br /> portions of the field required reseeding once the ditch was restored. Due to the irrigation water interruption(not <br /> within the control of the operator or the landowner), an inconsistent alfalfa/oat crop has established. Once the <br /> final cut of the field occurred and the vegetation dried up, it became apparent that a flush of Redroot pigweed <br /> (Amaranthus retroflexus)had established itself in portions of the field. While not a noxious weed species,the <br /> pigweed is undesirable within the alfalfa hay crop. Generally an annual like Redroot pigweed will die out over <br /> several years,however, since this irrigated pasture is anticipated to be evaluated for vegetation reclamation <br /> success beginning in 2022,the operator plans to bring in consultation regarding management of this field, and the <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 8 <br />
