November 3,2021 C-1981-008/New Horizon Mine JHB
pigweed. ERMR has communicated with Mr. Rick Arnold of NMSU, and plans to have a more involved
consultation with him. The pigweed is observed where the alfalfa crop had poorer establishment. The operator
plans on getting aerial drone footage of the field to better delineate areas that may need additional management.
TOPSOIL—Rule 4.06
Storage and Protection 4.06.3; Redistribution 4.06.4:
The topsoil stockpiles at the Johnson Tract(SW 1/4 Section 36)have been shaped to minimize erosion off the
piles, and have berms around the base of the piles. The topsoil stockpiles that were added to and shaped in 2020
have been seeded with a stabilization mix,but little vegetative cover has become established yet. Due to the dry
conditions,no erosional features are noted, though the operator will need to continue to monitor the piles
throughout the winter months.
Topsoil stockpiles C and D south of the facilities area have been graded and seeded. Topsoil stockpile H has been
utilized, regraded and seeded. A cover crop is becoming established that should assist with erosion control over
the winter months until the permanent vegetative community becomes established. Topsoil Stockpile E footprint
has been graded in accordance with the approved post-mining contours. A cover crop is becoming established as
well as perennial species are beginning to emerge. The operator has treated the southern portion of this stockpile
footprint for Russian knapweed. Most of the knapweed appeared dead, but the operator should continue to
monitor these noxious weed patches as temperatures and soil moisture levels allow for regrowth.
DOCUMENTS RECEIVED NA
OTHER(SPECIFY) NA
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 2
Page 4 of 8
