3. Designate and train first-response personnel to accomplish necessary tasks: <br /> a. Track, inventory, and report changes in materials and quantities <br /> b. Secure materials appropriately <br /> c. Inspect primary(containers)and secondary containment for compliance, condition, and evidence <br /> of releases <br /> d. Notify(report and request aid as necessary), inform,and escort/assist off-site first responders <br /> during/after a release <br /> e. Include materials and procedures in site-specific hazard awareness training <br /> 4. Observe and assist delivery of hazardous materials, including fuel: <br /> a. Ensure proper safe and environmentally-sound handling <br /> b. Prepare for and respond to releases in an appropriate manner using trained personnel <br /> c. Inspect and clear areas after delivery,with or without releases <br /> 5. In case of releases to soil, air or water: <br /> a. Ensure safety and health of personnel <br /> b. Ensure safety and protection of equipment and other materials <br /> c. STOP the release <br /> d. Contain release <br /> e. Notify owner, boss, and agencies of release: notify agencies only if release is of a Reportable <br /> Quantity. <br /> f. Remediate release(remove or take other action to prevent spread of contaminants and matrix, <br /> prevent secondary negative impacts(such as fire or exposure), and properly store and dispose of <br /> wastes) <br /> g. Follow-up initial reports <br /> h. Investigate and determine cause of release and actions necessary to prevent further similar <br /> releases <br /> i.
