M-3 Spill prevention and response <br /> TASK: Prevent releases of water-priority and other substances and respond to releases <br /> CONDITIONS: In and adjacent to the Oakbrush Hill permit area, during normal operations with equipment stored and <br /> operating on-site;fuel, lubricants, and other chemicals(liquid and solid)used for maintenance and delivered to, <br /> stored on,consumed on, and sometimes resulting in generating of hazardous waste on site; and potential illegal <br /> dumping of hazardous materials/waste on-site, <br /> STANDARDS: Prevent releases into water, soil,construction materials and pitrun materials,and air by properly <br /> handling, storing,transporting and using all hazardous materials(Including fuels, lubricants,cleaning chemicals, <br /> hydraulic fluid, road salt, and road salt/sand mix); ensure that equipment and supplies necessary for responding to <br /> releases of all potential sizes; plan and prepare for releases;control, mitigate, remove and dispose of contaminated <br /> materials properly, and comply with local, State and federal laws and regulations regarding transportation,storage, <br /> recording, reporting, responding, and disposal, MSHA requirements for Hazard Communication and spill reporting. <br /> ASSUMPTIONS: This Plan is based on: <br /> a. assuming that total quantities of materials stored and used on-site do NOT: (1)trigger requirements for <br /> a formal Spill Prevention, Control, and Counter-measures(SPCC) Plan based on lack of surface <br /> discharge; (2)require registration with Colorado Division of Oil and Public Safety(OPS). <br /> b. that either competent persons or certified persons provide training and perform activities as required. <br /> c. Zero surface discharge of storm water and process water from the site. <br /> PERFORMANCE MEASURES <br /> 1. Inventory and establish Hazard Communication (HazCom)plan, including training and Safety Data Sheets <br /> (SDS) records,for all applicable chemicals stored and used on-site, including: <br /> a. Designated water priority chemicals: Fuels(diesel,gasoline, kerosene, etc.), Lubricants(motor oil, <br /> hydraulic fluid, brake fluid), other liquids(diesel emissions fluid(DEF), anti-freeze(ethylene glycol), <br /> solvents(muriatic acid, parts cleaners,cleaning chemicals), <br /> b. Other hazardous materials, including:crystalline silica, respirable dust, pesticides, herbicides,other <br /> vehicle maintenance chemicals,contaminated materials(rags, soil,filters,etc.) <br /> c. Complete and submit Tier II information annually to local fire district, LEPC,and State. <br /> 2. Store hazardous materials and water-priority chemicals in a safe,environmentally-sound manner: <br /> a. Provide appropriate segregation of materials to prevent interaction. <br /> b. Provide appropriate, labeled containers and secondary containment(including double-walled tanks <br /> as appropriate),and signage. <br /> i. Example: Ensure AST for diesel and gasoline are double-walled or have secondary <br /> containment equal to 110%of container plus 6-inch freeboard and have NFPA placards <br /> (diamonds)and no-smoking w/in 50 feet signs. <br /> ii. Example: Ensure that sand mixed with road salt(or snow and ice control) is segregated <br /> and stored in stockpiles which include swales and berms to prevent runoff of stormwater <br /> or water-based additives beyond the immediate area of the stockpile and loading area. <br /> iii. Ensure that shipping containers or trailers containing chemicals have NFPA placards and <br /> internal or external secondary containment. <br /> iv. Provide bollards or other barriers and signage to protect containers <br /> v. Prepare site plan showing locations and review/update as conditions change <br /> c. Include fire extinguishers on/in equipment and storage areas where there is potential for emission <br /> and/or fire <br /> d. Store the minimal amounts of materials consistent with operational tempo <br /> e. Ensure that tools and materials necessary to deal with leaks and spills are available: <br /> i. Non-sparking tools,empty marked drums, absorbent powder, sheets, and tubes;forms <br /> and signage <br /> ii. PPE(gloves,aprons, personal hygiene materials,goggles,etc.) <br /> iii.
