Noise control <br /> The proposed layout of the pit takes noise control and reduction into account. Most noise from excavation,loading, <br /> screening, washing, crushing, and other operations at the operation will be done in areas below grade, so that the <br /> edges(walls or working faces)of the pit will reflect sound up and away from adjacent properties and roads and other <br /> areas where people are often present. Only stripping will be conducted above grade. This will allow the vegetation <br /> and terrain features on-site and off-site to act as sound barriers. Whenever possible, stockpiles(soil, overburden, and <br /> materials)will be located to block sound of plant operations and vehicles in the direction of known nearby receptors. <br /> Operating procedures for all C&J Gravel Products work sites are designed and implemented to reduce the impact <br /> of noise in the area and for neighbors. There will be no blasting. Operating hours, maintenance of noise controls on <br /> equipment, and training of personnel will be conducted in accordance with local requirements. Neighbors to the West <br /> (across Piedra Road) are not located where general pit operations will be heard, but may be affected by traffic noises <br /> along the access road (FSR-650) and turning onto Piedra Road. <br /> Truck and other vehicle speeds will be limited (with signs posted) along FSR-650 to control noise. Compression <br /> release engine brakes will not be used except for emergencies. Noise caused by operations(crushing and screening, <br /> loading, generators, back-up alarms, etc.) will be periodically measured at the edge of the parcel nearest off-site <br /> receptors to determine compliance, and corrective action will be taken if sound levels exceed 50 dBA. Night operations <br /> are not planned. <br /> Use of pneumatic hammers and other equipment expected to generate loud or unusual noise will be limited to the <br /> minimum possible time and during periods which minimize impact of noise generated. Miners will be trained to use <br /> terrain, equipment, and other measures to control that noise. <br /> All complaints received by C&J Gravel Products will be recorded and investigated immediately.
