M-1-A FUGITIVE DUST CONTROL PLAN <br /> TASK: Control fugitive and other dust emissions <br /> CONDITIONS:At the Oakbrush Hill Gravel operations on Dutton Ranch,during mining and related operations, <br /> involving clearing or leveling more than 5 acres of land, in Archuleta County(an attainment area), <br /> STANDARDS: In compliance with Colorado's fugitive dust rules( 5 33de Re.;s.3 '�0 1-1I11i;DJ, State permit <br /> conditions, and applicable Archuleta County and landowner requirements,employ all available and practical methods <br /> which are technologically feasible and economically reasonable in order to minimize fugitive particulate matter <br /> emissions,to include: <br /> 1. limit visible emissions to less than 20%opacity, and <br /> 2. prevent visible emissions from being transported off the property(including haul roads and haul vehicles); <br /> In accordance with information in Form APCD-222 Mining Operations APEN, General Permit for Land Development. <br /> and/or General Permit for Mining Operations, <br /> PERFORMANCE MEASURES: <br /> 1. Prevent fugitive dust from travel on the haul road (FSR-650)approximately 2,000 feet in length)from haul of <br /> construction materials and equipment, and support traffic. by: <br /> a. Establish. sign, and enforce speed limit not to exceed 20 MPH <br /> b. Maintain road surface and drainage to prevent creation of depressions, swales, and other features <br /> to allow water to create mud and then dust <br /> c. Apply and maintain dust control chemicals(magnesium chloride brine(magwater) or lignin sulfate <br /> or equivalent) on the road surface <br /> d. Apply dust control water as necessary to support/improve chemical control <br /> 2. Prevent fugitive dust from vehicles hauling construction materials and equipment, both on site and off-site, <br /> by: <br /> a. Clean equipment to ensure it is free from dust and mud before and after arrival at the site <br /> b. Tarp loads which contain material with more than 5%fines(minus 200)which do not have at least <br /> 2%moisture content as estimated visually during loading-or-spraying dust control water on loads <br /> c. Construct and maintain a"stabilized construction entrance' in accordance with CDOT <br /> specifications(which meet/exceed county and CDPHE requirements)near the intersection to <br /> remove mud from vehicles <br /> d. Encourage haul truck drivers to adhere to posted speed limits off-site <br /> 3. Prevent fugitive dust from extraction operations by: <br /> a. Preserve forested and other vegetated areas as much as possible adjacent to areas being mined, <br /> by limiting clearance to only areas to be mined in the next 12 months;to allow forest to filter dust <br /> b. Quickly strip soil and overburden from areas to be mined and immediately stockpile and stabilize <br /> those stockpiles against wind and water erosion, or move stripped material directly to areas being <br /> reclaimed where overburden can be immediately placed, graded. and stabilized <br /> c. Apply water and/or cease operations with potential for dust generation when wind speeds average <br /> more than 20 MPH in any fifteen-minute period, until winds slow <br /> d. Apply water spray to materials(including overburden and soil) if necessary to reduce dust <br /> generated, as needed <br /> e. Provide haul routes on the pit floor as smooth as possible to reduce bucking and impacts <br /> f. Provide brush piles from clearing ground as windbreaks to support forested area and to reduce <br /> wind speeds along traffic routes <br /> 4. Prevent fugitive dust from areas being reclaimed by: <br /> a. Backfill/replace overburden and place soil and compact to specifications as rapidly as possible, <br /> C&J Gravel Products, Inc.
