b. Apply water spray to materials being moved and placed as needed <br /> c. Apply mulch and other erosion control materials to the surface of areas identified as more <br /> susceptible to wind and water erosion <br /> d. Seed as soon as possible and protect seeded areas from livestock and wildlife <br /> e. Apply water and/or cease operations with potential for dust generation when wind speeds average <br /> more than 20 MPH in any fifteen-minute period, until winds slow <br /> f. Place brush and mulch around and on areas being reclaimed to reduce surface wind speeds. <br /> 5. Prevent fugitive dust from work and traffic areas, including stockpile and loading areas by: <br /> a. Limit vehicle/equipment speeds to no more than 10 MPH <br /> b. Establish and restrict vehicles and equipment from traveling in areas which are not suitable for <br /> traffic <br /> c. Maintain the surface of traffic and work areas to prevent ponding of water(and therefore mud and <br /> dust), drilling to provide for dust entrapment while not creating a surface that causes impact on <br /> vehicle loads which can result in dust <br /> d. Apply water and/or ceasing operations with potential for dust generation when wind speeds <br /> average more than 20 MPH in any fifteen-minute period, until winds slow <br /> e. Apply dust control chemicals to major traffic areas and then water as necessary to reduce dust <br /> generation <br /> 6. Reduce and/or prevent fugitive dust from crushing and screening train operations by: <br /> a. Use moist feedstock <br /> b. Limit height of drop(transfer points)from loaders to hoppers,conveyors to screens,crushers, and <br /> stockpiles to minimum safe height <br /> c, Promptly clean up equipment and spilled materials and dust <br /> d. Apply dust control chemicals and water around and under equipment,on access ramps, and near <br /> storage areas <br /> e. Place stockpiles in areas large enough to reduce or eliminate multiply handling materials <br /> f. Screening (covering)conveyor transfer points,conveyors, and other points of dust generation with <br /> screens(fabric or mesh)to reduce windspeed and capture dust <br /> g. Cease operations with potential for dust generation when wind speeds average more than 20 MPH <br /> in any fifteen-minute period. until winds slow <br /> h. Screen stockpiles by other stockpiles where possible to block prevailing winds <br /> 7. Reduce/eliminate point-source dust from crushers, screens, and visible emissions from <br /> 8. Monitor conditions and adjust/add performance measures when dust problems are observed by: <br /> a. Daily observing dust and air conditions at the following locations <br /> i. Intersection of Piedra Road and FSR-650 and 200 feet to east for dust on/in trucks and <br /> mud/dust <br /> ii. Haul trucks on FSR-650, especially with roadbase or sand loads <br /> iii. Entry to plant and stockpile area <br /> iv. Outer edge of plant and stockpile area <br /> v. On Piedra Road near the north and south ends of the Dutton Ranch parcel <br /> b. Periodically(at least monthly during haul operations, and the beginning and weekly during <br /> crushing/screening operations) <br /> i. From the north,east, and south of the Dutton Ranch parcel <br /> ii. From Airport and vicinity of Stevens Lake <br /> iii. From USFS work center <br /> c. Annually perform Method 9/Method 21 visible emissions observations in accordance with standard <br /> procedures during mining and processing operations <br /> 9.
