b. Apply water spray to materials being moved and placed as needed c. Apply mulch and other erosion control materials to the surface of areas identified as more susceptible to wind and water erosion d. Cease operations with potential for dust generation when wind speeds average more than 20 MPH in any fifteen-minute period. until winds slow h.
