G-1. SURFACE WATER (STORM WATER) MANAGEMENT: <br /> SURFACE WATER MANAGEMENT PLAN <br /> TASK: Protect surface water on and downstream from operations <br /> CONDITIONS:At the Oakbrush Hill Gravel operations on Dutton Ranch, during mining and related <br /> operations, involving clearing or leveling more than 5 acres of land, in Archuleta County(in the <br /> Martinez-Stollsteimer Creek drainage of the Piedra River Watershed), <br /> STANDARDS: In compliance with Colorado's storm water discharge rules (5 Colo. Code Regs. § 1002- <br /> 61.32 and 25-8-202 CRS),State stormwater discharge permit COR-500000 conditions, applicable <br /> Archuleta County requirements, landowner requirements, and good engineering and environmental <br /> practices,employ all available and practical methods which are technologically feasible and <br /> economically reasonable in order to minimize erosion,sedimentation, contamination, heating, and <br /> other negative impacts on Waters of the State and United States,to include: <br /> 1. Prevent discharge of any water-priority chemicals or hazardous materials which would impact <br /> water quality, <br /> 2. limit discharge of warm water into cold water habitats, <br /> 3. prevent erosion and sedimentation of soil, including disturbed areas, areas being reclaimed, and <br /> discharge of mud and dust tracking on public roadways, while reducing sources of airborne dust <br /> from being transported off the property(including haul roads and haul vehicles),and <br /> 4. aid stability of reclaimed land. <br /> In accordance with information in Colorado Discharge Permit System (CDPS) Form Application (Notice of <br /> Intent)for Sand and Gravel Mining and Processing Operations, Land Development, and/or other <br /> applicable forms to obtain coverage and the Stormwater Discharge General Permit for Sand and Gravel, <br /> and in accordance with Colorado Water Law. <br /> PERFORMANCE MEASURES: <br /> 1. Understand the potential for water contamination,including: <br /> a. Information about the watershed and downstream receptors of water pollution, <br /> b. Understanding the effects of contaminating water by sediment as well as water priority <br /> chemicals,including environmental damage,impact on human health,and potential <br /> penalties, <br /> c. Understanding potential sources of water pollution and actions to prevent those sources from <br /> contaminating water, <br /> d. Understanding and identifying water priority chemicals and other materials stored,used, <br /> and/or generated on-site and how to properly handle those materials. <br /> 2. Prevent any surface discharge of any water under conditions including and up to a 100-year-frequency <br /> storm of 3.7 inches in 24 hours by: <br /> a. Constructing and maintaining perimeter swales and berms to prevent run-on and runoff of <br /> storm water,including snow melt. <br /> b. Constructing and maintaining basins to collect runoff on the disturbed area to capture <br /> sediment and prevent surface discharge outside the perimeter. <br /> 3. Minimize evaporation of surface water by: <br /> a. providing drainage and detention/infiltration basins to allow water to infiltrate into <br /> permeable,undisturbed soil and rock. <br /> b. Maintaining basins as deep as possible compatible with safety,and disturbing sediment which <br /> would otherwise seal the floor and sides of the basin to retain water. <br /> 4. Prevent muddy conditions by: <br /> a. Providing internal drainage to avoid ponding of water and to ensure good surface flow to <br /> designed,constructed,and properly maintained swales and basins, <br /> C&J Gravel Products, Inc.
