b. Maintaining crowns on access roads and ways,including regrading and patrol and use of <br /> magwater or other dust control agencies to reduce infiltration of water into the roadbase, <br /> c. Monitoring/inspecting and maintaining storm water controls and other best management <br /> practices(BMP), <br /> d. Minimizing disturbed areas and quickly reclaiming mined areas. <br /> 5. Prevent contamination of surface and groundwater from operations and storage of materials properly <br /> to include: <br /> a. Maintaining a habit of good housekeeping and equipment maintenance, <br /> b. Properly storing and disposing of waste materials, <br /> c. Providing adequate secondary containment for all water-priority chemical containers and <br /> equipment storage and maintenance areas,including identifying and responding to leaks, <br /> spills,and other releases, <br /> d. Protecting undisturbed and reseeded areas,including areas in which soil has been replaced <br /> preparatory to seeding, <br /> e. Prevent tracking of mud and spilling of construction materials during transport by: <br /> i. Building,maintaining and using stabilized construction entrances, <br /> ii. Covering materials during transport, <br /> iii. Controlling wind erosion and downwind deposition of fine particles by loading and <br /> transport practices. <br /> iv. Promptly identifying and cleaning up spilled and scattered material, <br /> v. Ensuring that the surface of travel ways are kept as free as reasonable of fine dust. <br /> 6. Comply with other conditions of permits including inspections and evaluation,recording,reporting, <br /> and training including: <br /> a. Annual miner training on storm water management <br /> b. Monthly or more frequent inspections and maintenance of storm water BMP <br /> c. Quarterly discharge monitoring reports(as required) <br /> d. Annual storm water management reports(as required) <br /> e. Revision of this plan (annual review,revision as required) <br /> GENERAL INFORMATION ON SURFACE WATER MANAGEMENT <br /> ACTIVITIES POTENTIALLY GENERATING REGULATED DISCHARGE: Disturbing the surface(stripping and mining <br /> of soil,overburden, and aggregate materials), placement(temporary stockpiling and placement as part of <br /> reclamation)of overburden and soil, processing (crushing, screening,washing and stockpiling products), <br /> transportation of materials around and from the site(by vehicle and conveyor), and associated maintenance and site <br /> preparation and reclamation work(seeding, inspection, etc.). <br /> POTENTIAL PROCESS WATER DISCHARGES: which must be controlled at this site,fall primarily in SIC code 1442 <br /> (construction sand and gravel)but may also fall under SIC code 1422, 1423, and 1429(crushed stone)and SIC code <br /> 1446(industrial sand). These discharges include mine dewatering, process generated wastewater,water used in <br /> processing, and comingled stormwater runoff. There is also potential,on a limited basis for storm water discharge <br /> from all SIC Major Group 14 facilities, SIC code 2951 (hot-mix asphalt facilities), SIC code 3273(ready-mixed <br /> concrete plants)and asphalt/concrete recycling activities, including recycling of excavated materials from off-site <br /> projects.These are all eligible under the above Permit. Other than process water(including wash water and dust <br /> control water), no non-stormwater discharges are expected to be generated by this operation. <br /> WATER AND DRAINAGE:The objective(goal)is to have NO surface discharge of water from affected areas to <br /> surface waters of the State of Colorado.A secondary object is to have NO retention(ponding of water)beyond the <br /> legally-permitted period of 72-hours after a precipitation event.This will be done by stripping soil and cutting a swale <br /> at the lower end of the area being actively mined,to create infiltration areas and detention/evaporation basins.These <br /> allow water to soak into the undisturbed overburden and unexcavated alluvium at the toe of working area,to prevent <br /> illicit retention of water.There will be no discharge with anything less than a 100-year-frequency storm event(as <br /> permitted by storm water permit).
