Item 7: The concrete floor of the feedstock storage bin will be constructed with a 2%slope to the <br /> center to contain precipitation that might fall inside the storage bin on stockpiled material. When <br /> feedstock material is not being fed into the mill,the material will be covered with a tarp secured to <br /> the outside of the storage bin to direct precipitation out of the storage bin and into the stormwater <br /> ditches. <br /> Item 8: Please find the revised feedstock and byproduct storage bin figures regarding proposed <br /> dimensions of the storage bins in Exhibit E. The three-sided storage bin along with the 2%sloping <br /> floor to the center will contain precipitation in the event a storm event occurs during mill <br /> operations. When feedstock and/or byproduct material remains in the storage bins after hours,the <br /> stockpiles will be covered with a tarp secured to the outside of the storage bin structure. This will <br /> prevent precipitation from seeping into the stockpiles and directs precipitation into the stormwater <br /> ditches. <br /> Item 10: Exhibit C and Exhibit U are revised to include treatment of upset basic pH conditions as <br /> follows: <br /> Process water will be tested twice daily that the mill operates to determine the pH using <br /> a digital pH meter. For acidic water(<pH 6.5),Quicklime(Calcium oxide)will be added in a <br /> dry form and mixed within the process water tank as needed to maintain a pH range of 6.5 <br /> to 8.5. Similarly,should the pH exceed 8.5,Sodium Bisulfate will be added in a dry form to <br /> the process water tank to bring the pH back down within this acceptable range. Both the <br /> quicklime and sodium bisulfate will be palletized and delivered in 50-lb. bags or drums,with <br /> up to 2,000 lbs. stored on site at any one time.The pallets and drums will be tarped and <br /> stored within a curbed and dry containment area at the plant site. <br /> Item 11: Stormwater control structure details are provided in Exhibit E Maps,specifically Figure <br /> E1.2b. <br /> Sumps that pumped stormwater runoff to the mill were eliminated for two reasons. First, upon <br /> consulting with the drainage engineer,the potential quantity of stormwater that would enter the <br /> three-sided storage bin during a storm event did not warrant the cost of installation and <br /> maintenance of the sumps and pumps. Second,stockpiles will be tarped to direct stormwater out of <br /> the storage bin and into the stormwater ditch when the mill is not operating. <br /> Item 12:Construction material standards against which byproduct material will be test will depend <br /> on the end use. Concrete material is one example. All potential end uses have not been determined <br /> at this time. The construction industry has many quality control standards that are project specific <br /> ranging from the ASTM standard provided to sieve tests for backfill. The Keystone Retaining Wall <br /> Systems Soil Density-Standard vs. Modified Proctor is provided as another example of construction <br /> industry quality control. <br /> Byproduct material that returns to the owner will be tracked with a COC form,typical of the <br /> transportation industry. The material will be handled and transported as required by the TCLP <br /> characterization. <br /> Item 15: The Closed Circuit Mill Flow Chart is revised to include the byproduct storage bin and is <br /> provided herein. <br />
