EXHIBIT C MINING PLAN <br /> 1. General Mining Plan <br /> Map E-1 shows the current conditions of the Weimer Ranches#4 Mine. Mining will disturb most <br /> of the 9.6 acres delineated on Map E-1. Mine access is via County Road DD25 RD which is a <br /> gravel road with gravel shoulders onto an internal ranch dirt road. Map E-2 shows the site access <br /> location and mine plan. The borders of the site are unfenced. <br /> Prior to mining of the gravel deposit, approximately 4 inches of topsoil will be scrapped from the <br /> site and used to construct a berm in the northwest corner of the permit area. The topsoil berm <br /> will be constructed such that it will create a sump for the permit area in the northwest corner of <br /> the site. The topsoil berm will be less than 9 feet in height. It is anticipated that 0 to 30 inches of <br /> overburden will be encountered throughout the site. Overburden will be removed and stockpiled <br /> in the current mining Stage in reclamation or used for contemporaneous reclamation activities. <br /> The topsoil berm and any stockpiles will be seeded within 90 days of establishment with the <br /> rangeland seed mix or quick oats in order to prevent erosion. Stockpiles and berms will be <br /> constructed to 2.OH:1 V slopes. Overburden stockpiles will not exceed 9 feet in height. <br /> Initial mining will occur in the northwest section of the permit area,which will in turned be the <br /> location of the portable processing equipment. Mining of the—1 5-foot-thick gravel deposit will <br /> then progress from the northwest to the southeast through the site. Mining will advance such that <br /> all internal drainage is directed towards the sump. Mining will occur in four Stages made up of <br /> equal 2.4-acre areas totaling 9.6 acres. Stage 1 will contain the processing area and will remain <br /> disturbed for the life of the mine. The subsequent Stages will be mined with reclamation <br /> occurring concurrently, as possible,for previously mined stages. A maximum of—7.2 acres <br /> (stage 1, and one of the subsequent stages in mining/stripping, and one Stage in reclamation)will <br /> be disturbed and out of reclamation at any given time in the active mining area;however,the <br /> reclamation bond will be calculated for the entire 9.6 acres in the event that reclamation <br /> revegetation requires multiple years to establish. <br /> Weimer Ranches #4 +.•w t:aaa n�W ri•� r i.r r <br /> June 2021 C-1 <br />
