CIK Milling Company, LLC
Penn Mine / Lake County, Colorado
There will be no pit excavations, impoundments, stockpiles, or waste rock on the property. As described
above, screened waste rock will be used to fill old exploration holes.
4.1.7 Road Dimensions
6.3.3(1)(g). Specify the dimensions of any existing or proposed roads that will be used forthe mining operation.
Describe any improvements necessary on existing roads and the specifications to be used in the construction of new
roads. New or improved roads must be included as part of the affected lands and permitted acreage.Affected land
shall not include off-site roads which existed prior to the date on which notice was given or permit application was
made to the office and which were constructed for purposes unrelated to the proposed mining operation and which
will not be substantially upgraded to support the mining operation. Describe any associated drainage and runoff
conveyance structures to include sufficient information to evaluate structure sizing;
No new roads will be constructed on- or off-site.
Off-Site Roads:
Lake County Road 1 (CR1) goes through the Penn Mine Property (See Figure 6-2, Exhibit E Section 6.2).
The Mine road will connect to CR1 and will be used to haul material about 5.8 miles to the Leadville Mill
(See permit M1990-057) as follows: Note this route was proposed by the County Commissioners but
remains subject to CUP approval.
• CR1 (part 1):West 1.8 miles. This portion is gravel. CJK will work with the County to control dust.
CJK will control dust by use of water and 34%CaC12 solution.
• CR1 (part 2): West 0.4 miles. This portion is paved.
• Hazel St: South 0.5 miles.
• S.Toledo St: Southwest 0.25 miles.
• Monroe St: West 0.22 miles.
• US Highway 24: West 2.6 miles to Leadville Mill entrance.
On-Site Haul Roads:
The project will use existing roads on-site. No new roads will be constructed. However, the existing mine
roads will be graded to 14ft wide, plus allowance for a safety berm to accommodate truck traffic and
excavating equipment, and thus are included in the disturbance area calculation.
A 30-in safety berm commensurate to the largest equipment used on site will be constructed on both
sides of flat-surface roads, and on the downhill side of all roads cut into the hillside. 30 inches slightly
exceeds the axle-height of the tandem haul trucks. A 30-inch high safety berm, assuming a compacted 60
angle of repose will require a 3-foot base. Therefore, flat- and slope-surface roads will be graded to an
overall width of 20ft and 17ft., respectively. (See sketch).
Initial Application l March 2021 4-5
