The gravel storage SAE is in good condition and the silt fence is intact in this location. <br /> Culverts throughout the King II facilities area were clear. There was a fair sized rock (approx. 8"diameter)that <br /> had rolled into ditch I near the outlet of Culvert C15. Wade stated that he would clear the rock out of the ditch. <br /> This maintenance is adequate. <br /> Proposed drainage control at the proposed Low-cover crossing support laydown area(TR30)was discussed as we <br /> walked the area near the historic barn. It appears that GCC will be able to avoid the historic structures and safely <br /> direct runoff from the road to a check dam and proposed silt fencing prior to reaching LPCR 120. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> GCC is currently using the lower RDA at King L After the recent precipitation,the operator is not <br /> accessing the upper portion of the pile until it dries out more. A loader was actively spreading stockpiled refuse <br /> on the lower RDA area. The operator has pushed up a temporary safety berm on the northern edge of lower RDA. <br /> This is acceptable and still allows for appropriate drainage of runoff to the ditches and drainage control system. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5)and <br /> (6)/4.03.2(5)and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> GCC Energy has proposed to use a pre-existing ranch road to access a mining related construction site off <br /> the State permit area,but on the adjacent Federal permit area. This revised designation for the ranch road is <br /> currently under review as TR30. We walked a portion of the ranch road. The initially submitted maps and detail <br /> of the road was limited and did not provide adequate detail for the Divisions review. We discussed additional <br /> detail that the Division will require. Walking the initial portion of the ranch road,we observed several natural <br /> drainage channels that will need additional definition of water bars to direct runoff across the road, and not down <br /> the road. Some of these sections of the ranch road will need some gravel on the road as the natural road surface <br /> appears clayey and potentially slick during wet conditions. The operator also noted that a few of the water bar <br /> locations may need some additional erosion protection on the out slope of the roadway. The Division concurs that <br /> the operator shall determine the appropriate locations for the additional inputs based upon the conditions. GCC <br /> will also provide additional detail regarding this road. <br /> SUBSIDENCE—Rule 4.20: <br /> GCC confirmed that the missing subsidence letters for fourth quarter 2020, and first quarter 2021 will be <br /> filed in the records notebook. <br /> SUPPORT FACILITIES-Rule 4.04: <br /> Both King I facilities and King II facilities areas are in good condition. Internal drainages at both facilities <br /> are well maintained and functioning. GCC continues to deploy a water truck on both the La Plata County Road <br /> 120, and within the facilities area. Towards the end of the ground portion of the inspection,the wind picked up, <br /> and started blowing dust at the King II facilities area. In spite of the area having been watered several hours prior, <br /> Wade noted that he would assure the water truck came through again.
