E2.4 Encourage infill development and discourage “leapfrog” development. <br />The project is the expansion of an existing use and is in the spirit of infill development. <br /> <br />E2.5 Discourage commercial development of properties along the highway corridors when the <br />highway frontage is not essential to the success of the development. <br />The expansion will not affect the highway frontage. <br /> <br />E2.6 Encourage small scale, multi-use commercial developments in residential areas when the main <br />purpose of the development is to provide convenient service to area residents. <br />The project is not a small scale, multi-use commercial development where the main purpose of the <br />development is to provide convenient service to area residents. <br /> <br />E2.7 Encourage architectural and landscaping design of neighborhood commercial development to be <br />compatible with surrounding residential uses. <br />The development area is zoned for agriculture. Surrounding residences are rural agricultural properties. <br /> <br />E2.8 Encourage minimization of the number of accesses onto adjacent streets, and sharing of access <br />points. <br />There is only one access point to the Parkdale Quarry. <br /> <br />E2.9 Encourage sharing of water and sanitation facilities among commercial developments. <br />Water and sanitation facilities on the site are self-contained. <br /> <br />Objective E.3: Work cooperatively with the City of Canon City for development along County Road 3A <br />and along Highway 50 in the vicinity of the intersection of Highway 50 and County Road 3A to provide <br />land uses, access, design, and signage that are consistent with the Cañon City Master Plan for the <br />Royal Gorge Park and surrounding Royal Gorge area. <br />The Parkdale Quarry and expansion area are not located in the vicinity of the intersection of Highway 50 <br />and County Road 3A. Therefore, this objective in not applicable. <br /> <br />General Implementation Strategies Not Tied to a Specific Goal <br /> <br />EGS1 Consider requiring visual impact studies that include mitigation plans to accompany all proposed <br />development. <br />The proposed expansion project was the subject of a NEPA EIS. The EIS included a visual impact study. <br />The project includes mitigation measures to minimize impacts to viewshed from the project. These <br />mitigation measures include concurrent reclamation as mining progresses such that reclamation <br />commences in an area as final mining is completed, and mine-from-behind where mining uses existing <br />topographic features to screen mining to the extent practical. <br /> <br />EGS2 Consider adoption of signage regulations to limit visual impacts. <br />The Parkdale Quarry complies with current signage regulations. Any changes to signage will be <br />consistent with Fremont County regulations. <br /> <br />EGS3 Consider developing guidelines for minimizing visual impact during and after mineral extraction <br />and mining operations. <br />The proposed expansion project was the subject of a NEPA EIS. The EIS included a visual impact study. <br />The project includes mitigation measures to minimize impacts to viewshed from the project. These
