The development is the expansion of an existing quarry where public access is not allowed for safety <br />reasons. However, in the long-term, the expansion may potentially increase access to Federal lands <br />north of the privately-owned Parkdale Quarry property. <br /> <br />E1.7 Encourage collaboration with the Arkansas Headwaters Recreation Area administration to <br />develop specific land-use strategies for development. <br />The proposed expansion will allow mining of the Parkdale Quarry to be moved further from the river <br />corridor, reducing impacts. <br /> <br />E1.8 Consider adoption of site-specific design criteria for commercial or residential development <br />within the viewshed. <br />The project includes mitigation measures to minimize impacts to viewshed from the project. These <br />mitigation measures include concurrent reclamation as mining progresses such that reclamation <br />commences in an area as final mining is completed, and mine-from-behind where mining uses existing <br />topographic features to screen mining to the extent practical. <br /> <br />E1.9 Consider adoption of signage regulations specific to the viewshed. <br />The Parkdale Quarry complies with current signage regulations. Any changes to signage will be <br />consistent with Fremont County regulations. <br /> <br />Objective E2. Concentrate commercial development in areas with existing commercial uses <br />established, to save on infrastructure costs and to gain the benefit of commercial uses being centrally <br />located. – The Parkdale Quarry is an existing use in the Upper Arkansas Valley Planning District. The <br />proposed expansion will utilize the existing mining, utility, and transportation infrastructure, and will <br />concentrate commercial development in an area with an existing commercial use established. <br /> <br />Objective E2 Implementation Strategies <br /> <br />E2.1 Encourage the use of planning techniques such as planned unit development to allow multi-use <br />commercial development. <br />The proposed expansion will utilize the existing mining, utility, and transportation infrastructure, and <br />will concentrate commercial development in an area with an existing commercial use established. The <br />proposed expansion also allows for the potential redevelopment of portions of the reclaimed areas of <br />the alluvial mine area for rail car storage for the Rock and Rail Railroad which services the quarry. This <br />dual use would place stored railcars in a location not generally visible from areas commonly accessed by <br />the public. <br /> <br />E2.2 Encourage multi-use commercial development to conserve land and to limit development and <br />maintenance of roadways, parking areas, driveway accesses, and drainage impacts. <br />The Parkdale Quarry is the only rail-served quarry in Colorado. One rail-served quarry can provide <br />material to a geographic area requiring four to six truck-served quarries. Expansion of the existing <br />quarry would negate the need for four to six future truck served quarries. <br /> <br />E2.3 Encourage the use of planning procedures such as planned unit development to allow multi-use <br />commercial in combination with multi-family residential developments. <br />While adjacent residential development is not incompatible with mining, multi-family residential <br />development is not proposed for or compatible with activities on the site. <br />
