Parkdale Quarry Expansion Project <br /> <br />Attachment 13.0 – Compliance with “Goals Objectives, and Implementation Strategies” of the <br />Fremont County Master Plan District <br /> <br /> <br />The Parkdale Quarry and the proposed expansion area are located in eastern portion of the Upper <br />Arkansas Valley Planning District, District 5, as shown in the 2015 Fremont County Master Plan. <br /> <br />The Goals Objectives, and Implementation Strategies of the Fremont County Master Plan for the Upper <br />Arkansas Valley Planning District, and the applicable compliance strategies are as follows: <br /> <br />Objectives E1: Protect the Arkansas River corridor through the District--its water quality, wildlife <br />habitat, recreational value, and visual resources. <br /> <br />Objective E1 Implementation Strategies <br /> <br />E1.1 Consider impacts to the river corridor when reviewing development applications. <br />The expansion would allow mining to be moved further from the river corridor, thus reducing impacts. <br /> <br />E1.2 Encourage input from the appropriate State and Federal Agencies when considering water- <br />quality impacts to the river corridor from proposed development. <br />The proposed expansion project was the subject of a National Environmental Policy Act (NEPA) <br />Environmental Impact Study (EIS). The EIS included input on water-quality impacts from the United <br />States Environmental Protection Agency, the Colorado Department of Public Health & Environment, and <br />the Colorado Department of Parks and Wildlife. <br /> <br />E1.3 Consider requiring stormwater drainage studies for all proposed development. <br />A stormwater drainage study for the area was performed as part of the 2008 Conditional Use Permit <br />amendment process and is already on file with Fremont county. <br /> <br />E1.4 Encourage input from the appropriate State and Federal Agencies when considering impacts from <br />proposed development to wildlife habitat, recreational value, and visual resources in the river <br />corridor. <br />The proposed expansion project was the subject of a NEPA EIS. The EIS included input on impacts on <br />wildlife from the United States Fish and Wildlife Service and the Colorado Department of Parks and <br />Wildlife. The EIS included input on impacts to recreational values and visual resources from the Bureau <br />of Land Management, the Arkansas Headwaters Recreation Area administration, and the Colorado <br />Department of Parks and Wildlife. <br /> <br />E1.5 Discourage residential or commercial development within the flood hazard areas of the river <br />corridor. <br />The quarry and proposed expansion are outside of the flood hazard areas of the river corridor. <br /> <br />E1.6 Encourage dedication of land and easements for trails, open space, and parks from development <br />adjacent to the Arkansas River.
