2. Place soil on operations areas within one year of no further need. <br /> 3. Disc slopes prior to placement of soil. <br /> 4. Apply fertilizer at direction of the landowner, with details to be <br /> reviewed and determined by the landowner in consultation with <br /> Conservation District. Apply soil amendments such as sawdust, wood <br /> chips, or other clean materials only based on testing and <br /> recommendations of S1CD/NRCS. (Initial recommendation is that no <br /> fertilizer or mulching is needed.) <br /> iii. Plant grass in accordance with Conservation District recommendations <br /> (Attachment 1 to Exhibit D). <br /> iv. Application method for grass: see Attachment 1. <br /> v. Mulch: see Attachment 1. <br /> vi. Trees: no tree planting will be done. No trees presently on-site. <br /> d. Features remaining after reclamation (d): See Exhibit E. No roads or buildings will <br /> remain, except the road from the County Road (Taylor Lane) to the gate. Fence along <br /> Taylor Lane and north permit boundary will remain. Other fences may be removed. <br /> Irrigation ditches, whether undisturbed or not, will remain or be reestablished during <br /> reclamation.The landowner may decide to encase (pipe) some or all of the irrigation <br /> ditch and laterals, but this plan specifies traditional unlined ditches for estimating <br /> purposes. (Reestablishment of ditches/laterals included in final grading together with <br /> drainage swales.) A retaining basin (stock pond) will be placed (assuming State Engineer <br /> approval of water supply plans) in the permit area, during reclamation, as a permanent <br /> feature. Design depth proposed as less than 4 feet; no swimming areas proposed. <br /> e. The landowner is expected to request that small quantities of processed construction <br /> materials may be left on the permit area at the end of mining, for their own use on the <br /> property and contiguous property. This is not expected to require more than 0.25 acres <br /> and will be approved by landowner when submitting for final reclamation release. <br /> f. Reclamation treatment of specific items (e): Most storm water controls (including <br /> sediment control facilities and swales) required during operation are temporary and will <br /> be removed either during or following reclamation. No waste rock dumps (except <br /> backfill with fines, reject material (from on-site), or clean fill (from off-site)),will be <br /> used. No underground mine openings, buildings or other permanent features not listed <br /> in d above are proposed. Shallow depth of excavation, phased mining and reclamation <br /> and small size of the Pit, together with measures to protect/improve irrigation ditches, <br /> protect hydrologic balance, prevent off-site damage, and provide for a stable <br /> configuration for use for livestock pasture (grazing). <br /> g. Location and size of retaining basin/stock pond as shown on maps(Exhibit E) is based on <br /> assumptions regarding depth and contours to the underlying shale bedrock, availability <br /> of water,final approval of landowner, and other factors. As mining and reclamation <br /> progresses, more information will be available and the size and location of the <br /> basin/pond is anticipated to change.As necessary,the Operator will submit a technical <br /> revision to address changes in location, size, and depth, including potential of having <br /> two or more separate basins.Size may be as large as four or five acres. <br /> Toner Ranch Pit 110c Application Exhibits Page 10 of 20 <br />
