EXHIBIT D — RECLAMATION PLAN (6.3.4.) FOR TONER RANCH PIT <br /> 1. Purpose:To describe the timing, procedures, criteria, and materials to reclaim the affected land for <br /> the proposed future land use. <br /> 2. General concept: Return the Pit to use as irrigated pasture/grazing land for livestock, including a <br /> stock pond. Establishing the final grade will trail actual extraction of material by 12-18 months, with <br /> placement of soil and seeding following final grade by 6-12 months based on season. Removing rock <br /> (stone, cobbles, etc.)from the A horizon soils is expected to improve the quality of forage and the <br /> carrying capacity of the land, while aiding distribution/retention of irrigation water. Revegetate in <br /> cooperation with landowner and San Juan Conservation District(SJCD). <br /> 3. Tasks: The operator will: <br /> a. Not replace any overburden, as none is expected to be encountered <br /> b. Use fines(from washing or screening) and any overburden encountered as backfill to <br /> establish final grade (fines produced by washing and screening) including pond <br /> c. Also use clean fill, including earth and other materials from off-site as backfill,after <br /> evaluating for ad removing any trash, contaminated materials, or other undesirable <br /> items that would potentially create problems for reclamation and post-mining use <br /> d. Use soil stripped and saved in the initial site prep (from the loading/storage and <br /> processing plant/work areas to reclaim the last areas mined, including those same <br /> areas. <br /> e. Use soil stripped from access road to reclaim access road at end of mining. <br /> f. Use soil stripped from areas to be mined (in year two and beyond)to reclaim areas <br /> mined earlier, after that soil is screened to remove larger rock (Rather than stockpile <br /> and protect for an extended time)to reduce cost and better use the soil, including plant <br /> materials <br /> g. If possible,wait to strip and move soil to areas being reclaimed until the best season of <br /> the year for seeding, as specified by SJC1/NRCS. (See Attachment 1.) <br /> h. Maintain fencing to keep out livestock(and wildlife as possible) around areas being <br /> reclaimed, until the plants are established <br /> L Ensure that areas being reclaimed are marked to reduce potential traffic or stockpiling <br /> on those areas <br /> j. Place fines from screening (and washing, if done) before placing soil when reclaiming an <br /> area, to ensure that the desired depth of planting medium is obtained <br /> 4. General Information (6.3.4.(1)): <br /> a. Replacement of overburden (a): No overburden expected to require removal <br /> b. Slopes greater than 3H:1V(b): Steeper slopes of up to 2H:1V may be necessary in the <br /> final grading,to provide for flatter grades in the majority of the permit area for better <br /> grazing, and to ensure that there is good drainage and irrigation of the area.This is <br /> acceptable to the landowner due to benefits achieved. The plan achieves compliance <br /> with Rule 3.1.Where backfill using waste materials(including fines) is used,the final <br /> slope is expected to be flatter to improve stability. (Slopes around the retention basin <br /> (stock pond) shall be 3H:1V or flatter, in compliance with 3.1.5.(7). <br /> c. Revegetation measures (c): <br /> i. Thickness of plant growth medium (soil):4 inches more or less. See 3.b. above. <br /> ii. Schedule and methods of seeding/revegetation: Operator will: <br /> 1.
