With respect to the indirect source's <br /> impacts on climate change, neither the BLM nor OSMRE possesses appropriate tools or <br /> analytical methods to assess how these emissions could potentially affect the climate at local, <br /> regional, or global scales. Given the nature of the climate change issue (i.e., it is a cumulative <br /> problem) the impacts (described in Section 6.1.3, Cumulative Impacts)would be expected to be <br /> the same with or without the Proposed Actions effects on indirect sources <br /> 6.1.3 Cumulative Impacts <br /> The environmental baseline includes the past and present impacts of all state and private actions <br /> in the AA, as well as the anticipated impacts of all proposed federal projects in the AA that have <br /> already undergone formal or early Section 7 consultation. <br /> Past, ongoing, and foreseeable activities in the cumulative impacts analysis area that have <br /> affected these species, or would in the future, include any activity that would affect the aquatic <br /> environment for the subject fish species. Reasonably foreseeable developments in the AA <br /> include the following: <br /> ■ Residential, commercial, industrial, and municipal development <br /> ■ Road and utility construction <br /> ■ Oil and gas extraction <br /> ■ Hard-rock mining <br /> ■ Coal, sand, and gravel mining <br /> July 2017 <br /> 29 <br />
