4 November 2020 C-1981-044/Williams Fork Mines RAR <br /> The coordinates of two baseline elevation data points at wells,representing established elevations were <br /> recorded by DRMS. The difference between the measurements will be calculated and compared with <br /> Moffat County Minings' post mining topography map. Approximate slope of the reclaimed parcels will <br /> be calculated from the field data collected. <br /> SIGNS and MARKERS Rule 4.02 <br /> o Topsoil stockpiles observed were clearly marked with identifying signs. <br /> o Ponds have a t-post as identification signs. <br /> ROADS Rule 4.03 <br /> Construction 4.03.1(3)14.03.2(3);Drainage 4.03.1(4)14.03.2(4);Surfacing and Maintenance <br /> 4.03.1(5) and(6)14.03.2(5) and(6);Reclamation 4.03.1(7) 14.03.2(7) <br /> o The Haul Road was in good repair and well maintained at the time of inspection <br /> o Ditches appeared to be functioning adequately. <br /> HYDROLOGIC BALANCE Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge <br /> Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Drainage-Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream <br /> Buffer Zones 4.05.18 <br /> Unless otherwise noted, pond banks and dams appeared stable at the time of inspection. None of <br /> the ponds held water at the time of inspection. <br /> No riling or erosional features were observed in any of the phase I requested bond release parcels. <br /> TOPSOIL RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution <br /> 4.06.4 <br /> o No instability, rilling or gullying were noted on the observed topsoil piles. <br /> o Piles appeared to be marked appropriately with tposts. <br /> BACKFILL and GRADING RULE 4.14 <br /> o Backfilling and grading at the portal has not taken place during the 2020 field season. <br /> o Highwalls had been eliminated. <br /> To ascertain the as-built reclamation in SL5 areas,points were collected utilizing the following GPS <br /> technology: <br /> 1. ESRFS Arc Collector application for field data collection,mapping and data visualization <br /> 2. Bad Elf GNSS surveying device connected via blue tooth to an Apple iPad. <br /> REVEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br /> o Reclamation and revegetation appeared to be progressing adequately. <br /> o Revegetation was dormant throughout the site. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 <br />
