October 7, 2020 C-1981-035/King Coal Mine JHB <br /> The King I CWD Reach 1 (North side of upper refuse pile) shotcreted section was holding up well. There was no <br /> evidence of undercutting or side cutting of the shotcrete. King I CWD Reach 10(South side of upper refuse pile) <br /> was holding up well. The unnamed culvert at face of the upper RDA that directs runoff from the ditch at west side <br /> of the upper RDA under the haul road and into Reach 10,has some refuse material sloughed at the inlet. This <br /> material needs to be cleared out of the culvert inlet. (Map King I-007) <br /> King I CWD Reach 6 (west clean water ditch)was holding up well with no concerns noted with this ditch. <br /> The SAE's check dams along the King I entrance road have been cleaned of sediment and are in good condition in <br /> preparation for winter. The operator has not replaced the straw logs as of this inspection. The straw logs are still <br /> functional,though reaching their effective lifespan. <br /> King II pond was holding a shallow pool of water,and water was actively flowing into the pond. The mine site <br /> has been dry, and this is not runoff,but wash down water from the facilities and truck maintenance. The pool was <br /> well below the discharge elevation. There was no indication that the pool had been near discharge elevation on the <br /> pond riser. <br /> King II gravel storage SAE still has several silt fencing panels that need maintenance. Several panels have been <br /> replaced and anchored in,but several still need maintenance. Currently this structure appears able to treat runoff <br /> from the gravel storage area,but the degrading sections of the silt fence may not withstand severe weather moving <br /> into the winter months. <br /> King II culverts C16 outlet has been adequately cleaned out.C15 outlet need cleaning out again. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The operator is working both upper and lower portions of the Refuse pile. No end dumped piles were <br /> waiting to be spread. Both upper and lower portions of the pile have been graded. The operator has brought the <br /> face of the upper pile up in elevation and better defined the haul path. This construction minimizes the funneling <br /> of runoff to the haul road. <br /> A low spot was noted on the northwest side of the upper refuse area. This is near the CWD Reach 1 and the <br /> western face of the pile. The Division's concern is this low area may pool water and run down the face of the pile <br /> instead of flowing to the berm and south to Reach 10 ditch. Additional refuse placed and compacted in this low <br /> spot should resolve this concern. <br /> The upper pile is currently graded to promote drainage to the south Reach 10 ditch. This is appropriate and as the <br /> pile is designed. <br /> SUPPORT FACILITIES-Rule 4.04: <br /> Both King I and King II facilities areas remain orderly and well maintained. Bone yards are contained and <br /> localized. Active yard area are orderly and traffic patterns are followed. The operator keeps wash down water <br /> managed and draining off the active working areas.
