Ms. Christine Belka <br /> representing the Office of Surface Mining and Enforcement(OSMRE)accompanied the inspection in an oversight <br /> capacity. Mr. Jay Goodall represented the operaotr, GCC Energy,LLC, and accompanied the inspection. <br /> Covid-19 protocols were followed and site specific safety training was conducted prior to the start of the <br /> inspection. The weather was cool, clear and dry. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> The "windows"in the stacker tubes are functioning well, as dust was not observed drifting from the coal <br /> stockpile stacking tubes. <br /> Fabric "fencing"located east of the air jig and KII facilities area are not anchored and are flapping. This fabric <br /> fencing appears to be a dust suppression measure to minimize dust from the facilities blowing into the clean water <br /> ditch,CWD-213,The current condition of the fencing render it poorly effective. This fencing is not required as a <br /> part of the permit,but should be maintained to see a benefit from it,or removed. <br /> A water truck was watering the haul road at King I and the upper west side of the refuse pile during the inspection. <br /> The water truck was also observed watering roads at King II facilities area and watering County Road 120. <br /> The wind was calm, and no blowing dust was observed around the mine site. <br /> HYDROLOGIC BALANCE - Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Both the West pond and Est pond at King I were dry. The operator plans to conduct sediment clean out on <br /> these two ponds this winter if conditions remain dry.
