DRMS Comment:Section 2.3 New Waste Storage Pad and Enclosure with Secondary <br /> Containment <br /> While the narrative accurately depicts the structure,please provide the Division with a drawing, <br /> including dimensions, of the Waste Storage Pad and Enclosure with Secondary Containment. <br /> Please also submit a narrative describing the estimated quantity of materials to be stored within <br /> the secondary containment structure Pursuant to Rule 6.4.21(5) and(7). In the narrative please <br /> also discuss the reclamation of the Waste Storage Pad as well as the associated shipping <br /> containers. The narrative should include details including removal and disposal of the concrete <br /> pad, removal of the shipping containers and what equipment will be required to complete the <br /> reclamation. <br /> Please also clarify if the 200-gallon mobile diesel fuel tank is in addition to the 10,000 gallons of <br /> fuel that the site is currently authorized to store, or if it is in addition to. <br /> OSMI Response: Please see attached schematic of the storage unit included in Attachment 1. <br /> Additional narrative has been included in the response below. The 200-gallon diesel fuel tank <br /> has been removed as it no longer exists. <br /> Waste Storage Pad Narrative: <br /> The used oil drums were previously stored underground. The Waste Storage Pad and Enclosure <br /> are inspected monthly as SPCC item C-4 Waste Storage Pad and submitted in Annual reports. <br /> The estimated secondary containment storage capacity of this location is approximately 14, 55- <br /> gallon drums,which are stored on secondary containment polyethylene pads in 2-4 drum design <br /> variables. Signage indicates the type of materials present, and a fire extinguisher is kept within <br /> the structure. <br /> Initially this enclosure was to be temporary. However, a DRMS Inspection conducted on June 5, <br /> 2019 identified the structure as a permanent feature and DRMS requested that it be permitted <br /> through a formal TR. The pad and enclosure are included in the list of structures as part of the <br /> updated Reclamation Plan and is located on the revised Reclamation Plan Map(Table E-2 and <br /> Map F-1). <br /> Reclaiming these structures will be conducted by manually removing the materials stored within <br /> (i.e.piping, construction materials, and petroleum products)and disposing of them off site to a <br /> facility permitted to receive such materials. The containers, once emptied,will be removed from <br /> the property and either sold, scrapped, or disposed of at a facility permitted to receive such <br /> materials. Equipment currently available on site will be used to remove the materials and <br /> structures. The containers and/or materials will then be loaded onto a transport vehicle(s)and/or <br /> 2 1 P a g e <br />
