G `I Consultants
June 15, 2020
Consulting Project No. 1705051
'
Engineers and
Scientists
Mr. Eric Scott, P.G., R.G.
' Colorado DRMS
1313 Sherman St., Room 215
Denver, CO 80203
' Re: Morrison Quarry; DRMS File M-1973-021-Technical Revision (TR-06) for Haul
Road Construction
Dear Mr. Scott:
' On behalf of Aggregate Industries—WCR Inc.(AI),GEI Consultants, Inc.(GEI)is submitting this
Technical Revision (TR) to the Colorado Division of Reclamation Mining and Safety (DRMS)
112 Construction Materials Reclamation Permit M-1973-021. This TR(TR-06)summarizes plans
' to construct a haul road that will enable AI to initiate South Quarry highwall reclamation and
advance plans to mine and reclaim the West Quarry.
tINTRODUCTION
Within the Morrison Quarry, Al is planning to initiate South Quarry highwall reclamation in the
fall of 2020 and prepare to develop the West Quarry for mining in the near future, as market
conditions dictate. A key component of these plans is to establish a new haul road for construction,
mining access, and reclamation activities. This letter is intended to provide a TR-06 to the existing
mining permit M-1973-021 AM-05 in support of haul road construction.
HAUL ROAD DESIGN SUMMARY
The proposed haul road configuration is shown on attached Figures 1 and 2. The haul road will
start at the South Quarry (El. 6750) and end near the top of the proposed West Quarry(El. 7275).
The road will be approximately 4,000 feet long, 75 feet wide, have an average grade of 13.9%,
and will have 8 foot-high safety berms on the road edges. The estimated volumes for road
construction include 80,000 yd3 of cut material, and 389,000 yd3 fill. The road will be built in
compacted lifts using on-site materials. Backfill slopes will be placed at a slope ranging from
1 H:1 V to 1.25H:1 V.
AI intends for the footprint of the road to change over time as the West Quarry is mined. The
planned road spur heading to the South Quarry will be maintained until the South Quarry highwall
reclamation operations above El. 7200 have been completed sufficiently. The final South Quarry
road alignment is still pending, and will be finalized in conjunction with AM-07.
