' Page 2 Mr. Eric Scott
GEIR June 14, 2020 CO DRMS
Construction Details
Al has contracted with Northern Colorado Constructors, Inc.to prepare designs and specifications
for the construction of the haul road. Figure 3 shows the haul road stationing. The haul road will
be constructed using on-site materials which are anticipated to consist of overburden soils for the
' lower portion of the haul road (below Station (Sta) 10+10), and rockfill for the upper haul road
(above Sta 10+10).
' Slope stability evaluations using limit-equilibrium methods for the haul road fill sections were
prepared by Cesare, Inc. (Cesare)and are contained in Attachment A. The Cesare report provides
information on laboratory test results and proposed engineering properties for fill, estimated
1 factors of safety, and recommendations for fill placement.
GEI performed a kinematic evaluation at the proposed roadcut location, contained in Attachment
B. The kinematic evaluation provides a preliminary assessment of potential rock block failure into
the excavation by planar sliding, wedge sliding, and block toppling mechanisms, and results of
that evaluation indicate that block failure is kinematically admissible for several potential block
' configurations. The report states that on-site observations of rock discontinuities are necessary
during excavation to identify risk-driving features in the excavated faces.
Drainage Analysis and Design
Al contracted to J&T Consulting, Inc. to develop drainage designs for the haul road, which are
' documented in a memorandum included in Attachment C. The memorandum includes the
delineated drainage basins and information on the drainage requirements for estimated 5-and 100-
year peak flows.
' RECLAMATION COST ESTIMATE
A cost estimate to reclaim the haul road leading to the West and South Quarries is included as
Attachment D. The haul road reclamation cost estimate is $996,927. Al will procure reclamation
bonds to address these estimated reclamation costs immediately upon DRMS approval of TR-06.
' Please contact me at 303-929-7012 if you have any comments or questions.
Sincerely,
' GEI CONSULTANTS, Inc.
Andrew Lockman, P.G. ;Paul Egge ,
Project Manager Senior Reviewer
CC: Jeremy Deuto P.G., P.E., Aggregate Industries— WCR Inc.
