3.1.7—Operations shall comply with regulations pertaining to groundwater. <br /> 3.1.8—Reclamation shall consider the safety and protection of wildlife on the site. As the site <br /> is currently cropland,there are no trees to provide habitat and no known species which may require <br /> special consideration during a critical period in the life cycle. <br /> 3.1.9—Topsoil will be segregated from any other spoils. Topsoil will be protected with <br /> vegetative cover to prevent erosion or degradation. Woody materials are not anticipated but if <br /> encountered will be removed from topsoil stockpiles. Topsoil stockpiles are to be placed on the western <br /> and eastern perimeters of the mining area where ongoing disturbance or re-handling will be minimized. <br /> Relocation of topsoil stockpiles is not anticipated. Final grades will be roughened to eliminate slippage <br /> zones. See below concerning fertilizers. <br /> 3.1.10—Revegetation will include native species and crops(winter wheat and sudangrass).Forest <br /> planting will not be utilized.Reclaimed grades will be safe for any potential grazing cattle. Depending on <br /> ambient conditions, the application method for those areas being seeded may be hand broadcast, <br /> hyrdoseeded, or drilled and crimped. Mulch application at the rate of 2 tons/ac may be concurrent with <br /> seeding. Mulch may include hay, straw and tackifier. All hay or straw mulch shall be certified noxious <br /> weed free grass hay or crop straw. At least 70% of the mulch by weight shall be 10 inches or more in <br /> length. Mulch shall not contain any noxious weeds, mold, must, cake, or decay. Straw mulch shall not <br /> contain excessive viable grain(wheat,barley,or oat seed.)An access road will remain forthe landownerto <br /> access agricultural land to the south. This access road will not be revegetated.Noxious weeds on the site <br /> will be controlled by Weld County. Noxious weeds are Canada thistle,field bindweed,Dalmatian toadflax <br /> and cheatgrass.Canada thistle will be sprayed with Milestone at 7 oz/ac,DuraCor at 20 oz/acre or Tordon <br /> 22K at 32 oz/acre when the plant is 6 to 10 inches tall up to the bud stage and/or in the fall as needed.Field <br /> bindweed will be sprayed with Tordon 22K and 2,41)each at 32 oz/ac when the plant is in the flower stage <br /> and/or in the fall with QuinStar 4L at 24 oz/acre as needed.Dalmatian toadflax will be sprayed with,Telar <br /> at 2 oz/ac or Tordon 22K at 32 oz/acre in the early flower stage and/or in the fall as needed. Esplanade <br /> 200SC at 5 oz/acre may be added to any of these mixes as well.Cheatgrass will be treated with Esplanade <br /> 200SC at 5 oz/acre in July to early September starting a few years before reclamation begins. If needed, <br /> one or two mowing treatments per year may be utilized to help suppress other vegetation that may compete <br /> with grass establishment in the disturbed areas outside of the areas that are returned to cropland. The <br /> property will be monitored once a month from May through October, providing adequate time to <br /> implement the spraying program as described above. <br /> 3.1.11 —Structures on the affected land and within the 200-foot buffer are not proposed to be <br /> modified. These man-mad structures include Weld County Road 120, a Nunn Telephone line, two <br /> telephone pedestals, fencing,and a stock well. These will not conflict with the post-mining land use. <br /> 3.1.12—A sign will be placed in conformance with section 3.1.12. <br /> 3.1.13 —Any spills will be handled in conformance with section 3.1.13. <br /> d. Areas shown on Exhibit F as`Reclaimed Crop Land'will be returned to cropland.After final grades <br /> are completed and topsoil is replaced, the landowner will plant crops. Areas shown on Exhibit F as <br /> `Reclaimed Native Vegetation' will be reseeded as outlined in f.ii below. <br /> e. Site reclamation will be sequential as mined areas are completed. <br /> i. Areas which are to be returned to cropland are expected to be reclaimed within one year after <br /> grading and topsoiling activities have been completed.Areas that are to be returned to native <br /> rangeland are expected to be at least 70% (compared to pre-disturbance coverage) covered <br /> within 5 years after grading and topsoiling has been completed. <br /> ii. The size and location of each phase of reclamation is variable. Since the mining will not be <br /> phased,it is anticipated that Weld County will coordinate with the landowner to return areas to <br /> cropland.The areas which are to be returned to rangeland will be reclaimed after the stockpiles <br /> have been removed and topsoiling has been completed. <br /> iii.
