EXHIBIT E -Reclamation Plan <br /> (1) The pre-mining land use at the Koskie site is cropland.The site topsoils are sparse and thin ranging from 3"-6". <br /> Reclamation is proposed to include replacement of topsoil equal to or exceeding current depths(a minimum of <br /> 6"). Areas that are currently cropland will be returned to cropland for the landowner. Areas that are native <br /> grasses will be reseeded with a mixture specified below.The site generally drains to the east towards Lone Tree <br /> Creek and will be graded to drain in the historic direction. <br /> (2) All affected lands will be reclaimed. <br /> a. The mineable area of the mining permit is 122.9 acres.Of this 116.56 acres,currently 33.1 is currently <br /> being mined.This area was previously cropland.The remaining area includes 68.7 acres of crops and <br /> 21.1 acres of native vegetation.When mining is completed,approximately 90.6 acres will be returned <br /> to crop land and approximately 32.3 acres will be returned to native grassland.This will return the land <br /> to approximately the same uses that existed pre-mining. The grades will be returned using front-end <br /> loaders,dozers and scrapers.The maximum slopes will be four to one(4:1)horizontal to vertical.The <br /> portions of the land that will be returned to crop land will be graded so that farm equipment can <br /> traverse the land. <br /> b. The post-mining land use will be non-irrigated cropland with the expectation that the owner will <br /> follow the same pre-mining crop rotation. The landowner currently follows a rotation of planting <br /> 1/3 of the mining area with winter wheat, 1/3 of the mining area with sudangrass,and 1/3 of the <br /> mining area is left in summer fallow. The proposed post-mining land use is consistent with the <br /> surrounding land uses. The property to the north of the permit area has been mined and converted <br /> to rangeland,the property to the east is utilized for rangeland,the property to the west is rangeland <br /> and cropland, and the unmined portion of the property on which this permit application is <br /> submitted for is utilized as cropland. <br /> c. Meeting Rule 3.1: <br /> 3.1.1 -The proposed reclamation has been agreed to by the landowner. <br /> 3.1.2—No substitutions are proposed. <br /> 3.1.3 - Reclamation will be carried out with all reasonable diligence and within five(5)years <br /> from the date that mining has commenced. <br /> 3.1.4—This land is not for public use. <br /> 3.1.5—(1)Grades will be appropriate for the final land use. (2) When backfilling,the County <br /> will replace any overburden or waste materials and ensure adequate compaction and stability. All <br /> grading shall be done in a manner to control erosion.(3)Best Management Practices, including berms, <br /> silt fencing,and straw bales erosion control measures will be installed along the east end of the Koskie <br /> site to protect the adjacent intermittent creek area from mined area runoff and sediment. Following <br /> mining, side slopes to the pit will be graded for stability and will be re-vegetated as needed to meet the <br /> reclamation plan. (4)All backfilling and grading will be completed as soon as feasible after the mining <br /> process. (5) Refuse, acid-forming, or toxic materials are not anticipated but if encountered, will be <br /> handled and disposed of in a manner to control unsightliness and protect the drainage system. (6)No <br /> drill or auger holes are anticipated. (7) Reclamation slopes will not exceed 4:1 and no swimming areas <br /> are planned. (8)The reclaimed crop land will be graded so that farm equipment can traverse the land. <br /> (9) If the County uses any structural fill generated outside of the permitted Koskie mining site,the <br /> County will follow the process outlined in Rule 3.1 (10)Any mined material to be disposed will be <br /> handled so as to prevent any unauthorized release to the surface drainage system. (11)No unauthorized <br /> release of pollutants will occur. <br /> 3.1.6—The site historically drains west to east. Disturbances to the prevailing hydrologic <br /> balance will be minimized. Mining will comply with water quality standards.Any earthen dams, if <br /> utilized, will not damage adjoining property or conflict with water pollution regulations.
