Loveland Ready-Mix Concrete, Inc. <br /> N 0 ter M1974-069 April 6, 2020 <br /> LOVELANDFinal Cell sizes called out in the current Reclamation Plan were determined using the <br /> R EADY M IX best information available at the time the Reclamation Plan was established. LRM has <br /> insured that necessary safeguards are in place to protect the Division from any risk <br /> CONCRETE when final reclaimed Cell sizes differ from those estimated. These protections allow a <br /> minor degree of flexibility for the difference between estimated and physical mining <br /> conditions. Therefore, we consider this Technical Revision a minor change that <br /> eliminates the need for any backfilling to match exact cells areas as labeled on the <br /> PO BOX 299 current Reclamation Plan. <br /> LOVELAND, CO 80539 <br /> Exhibit F-1 has been revised to reflect the Technical Revision and changes are <br /> OFFICE 970.667.2680 highlighted in Exhibit E. Justification for these changes are as follows. <br /> FAX 970.667.0092 <br /> Cell/Pit 20 <br /> 1. Mining at Cell 20 has been completed, sides are sloped and area around the <br /> cell has been graded. The attached storage stage table from the final survey <br /> shows the current exposed water surface area of Cell 20 is approximately <br /> 8.525 acres. <br /> 2. Cell 20 was completely filled on December 5, 2019 in accordance with the <br /> State approved SWSP. First fill requirements of the SWSP have been met. <br /> 3. All 8.525 acres of exposed water surface is augmented under O0CW142. LRM <br /> anticipates the west end of Cell 20 will gradually fill with wash fines from our <br /> gravel plant and Exhibit E estimates that up to 4.5 acres may be filled with <br /> fines that will need to be revegetated. The language in the augmentation plan <br /> is purposeful in its intent to allow flexibility within the mining boundary to <br /> allow for the anticipated variances in each Cell size that inevitably occur during <br /> mining. Therefore, backfilling of Cell 20 is not required. <br /> Cell/Pit 14 <br /> 1. LRM has discontinued the deposit of inert fill in Cell 14. Backfilling of Cell 14 <br /> will now be minimal as it will consist of small amounts of backfill needed to <br /> slope the sides and prepare for revegetation only. <br /> 2. Prior to the 2013 flood,the north end of Cell 14 did consist of open water <br /> throughout the year. Damage from the flooding changed the topography by <br /> partially filling in Cell 14 and creating a channel through to Cell 7. The north <br /> end of Cell 14 has since established grass, along with rabbit brush, willows, <br /> and cattails growing within some of the lower areas providing some diversity <br /> and wildlife habitat. <br /> 3. LRM has conservatively allowed for a potential exposed water surface of 13.5 <br /> acres in the approved augmentation plan. The current Reclamation Plan <br /> appropriately shows the north end of Cell 14 as "open water" because <br /> throughout the year as the water table changes there is a potential for <br /> exposed water. <br /> 4. LRM believes the north end of Cell 14 meets the overall strategy and intent of <br /> the Reclamation Plan, "to leave a series of open meadows,wetlands, and <br /> ponds interconnected by landmasses...", and is an appropriate reclamation <br /> 2IPage <br />
