Environment, Inc. Page 3
The Walsenburg Sand and Gravel Company Sand Arroyo Pit
Adequacy Response 01 March 6, 2020
7 . Please clarify if water will be used during mining and processing
material at the site. Statements made in sections h) , j ) , and m)
need additional clarification.
These sections have been revised to address how water and processing are utilized at
the mine. A copy of the revised EXHIBIT D-MINING PLAN is provided.
It has come to our attention that this mine is not approved for intermittent
operations. This was an oversight, and was left out of the previous permit
amendments. The Walsenburg Sand and Gravel Company would like to have this mine
approved for intermittent operations as it better describes how the mine operates
under normal conditions. Text to address this has been added to page 11 in the
ADDITIONAL INFORMATION section. A complete EXHIBIT D - MINING PLAN section is
provided since we also addressed the water questions in section (h),( j), and (m)
EXHIBIT E - Reclamation Plan (Rule 6.4.5) :
8 . Please describe what the batch plant has to do to clean up the
truck washout area and equipment parking/storage area.
The landowners have a lease with Custer County Concrete that requires them to
clean-up the areas when the lease ends. We suspect they would remove their
equipment and supplies, and grade the level areas. There are no reserves of soil for
use to revegetate the areas, since these areas have been disturbed for many years.
In the largest area where they excavated into the hill, they left steep slopes so we do
not know how they are required to fix them. In the concrete washout area they will
have to come up with a method to removed or fracture the concrete and cover it for
revegetation.
9 . The Division understands that there are currently areas that have
been impacted and are the responsibility of others . However,
these areas are within the proposed amendment boundary so the
Division will need a commitment from the Operator that in the
event the areas are not reclaimed by the concrete batch plant the
Operator will reclaim the areas to rangeland.
