RECLAMATION PLAN (CONT) EXHIBIT E <br /> September 2019 <br /> (5) The operator will take measures to assure the stability of <br /> replaced topsoil on graded slopes by roughing the sub-grade to <br /> gain a mechanical bond to the topsoil being replaced. <br /> (6) It is the applicant and owners opinion that the topsoil <br /> present onsite will be adequate to establish the seed mix recom- <br /> mended by the local SCS . <br /> (7) Fertilization; none will be used. <br /> (8) Vegetative piles , if any, will be minimal and shall be <br /> removed from the area or utilized in the reclamation of the site . <br /> 3 . 1 .10 Revegetation <br /> (1) In the revegetated areas, the reclamation plan has been <br /> designed for rangeland with self regeneration grasses that do not <br /> need irrigation. <br /> (2) No forest planting is planned since it is not consistent with <br /> rangeland reclamation. <br /> (3) The operator/owner has chosen rangeland for these slopes, the <br /> back slopes created during mining on the pit perimeters, both <br /> north and south, will be finished at 3H: IV or flatter. Seeding <br /> will be done with a drill with competent agitator. Should it be <br /> necessary to broadcast in any spots, the seed rate will be <br /> doubled. <br /> (4) Since this mine site will be reclaimed for rangeland use, <br /> grazing will be delayed until the landowners in conjunction with <br /> the Division determine it is ready for release . <br /> (5) The site will be prepared to provide the best chance of grass <br /> being established by doing the following as recommended by the <br /> local SCS : <br /> Seedbed preparation; the seedbed should be well settled and <br /> firm but friable enough that seed can be drilled at the <br /> recommended depth. Soils that have been compacted by traffic <br /> or other equipment should be tilled (deep-chiseled or ripped <br /> if necessary) to break up restrictive or compacted layers <br /> and then harrowed and rolled or packed to prepare the re- <br /> quired firm seedbed. <br /> 17 (REVISED 3/6/2020) <br />
