RECLAMATION PLAN (CONT) EXHIBIT E September 2019 (5) The operator will take measures to assure the stability of replaced topsoil on graded slopes by roughing the sub-grade to gain a mechanical bond to the topsoil being replaced. (6) It is the applicant and owners opinion that the topsoil present onsite will be adequate to establish the seed mix recom- mended by the local SCS . (7) Fertilization; none will be used. (8) Vegetative piles , if any, will be minimal and shall be removed from the area or utilized in the reclamation of the site . 3 . 1 .10 Revegetation (1) In the revegetated areas, the reclamation plan has been designed for rangeland with self regeneration grasses that do not need irrigation. (2) No forest planting is planned since it is not consistent with rangeland reclamation. (3) The operator/owner has chosen rangeland for these slopes, the back slopes created during mining on the pit perimeters, both north and south, will be finished at 3H: IV or flatter. Seeding will be done with a drill with competent agitator. Should it be necessary to broadcast in any spots, the seed rate will be doubled. (4) Since this mine site will be reclaimed for rangeland use, grazing will be delayed until the landowners in conjunction with the Division determine it is ready for release . (5) The site will be prepared to provide the best chance of grass being established by doing the following as recommended by the local SCS : Seedbed preparation; the seedbed should be well settled and firm but friable enough that seed can be drilled at the recommended depth. Soils that have been compacted by traffic or other equipment should be tilled (deep-chiseled or ripped if necessary) to break up restrictive or compacted layers and then harrowed and rolled or packed to prepare the re- quired firm seedbed. 17 (REVISED 3/6/2020)
