EXHIBIT E <br /> RECLAMATION PLAN AND TIMETABLE <br /> There are no plans at this time to change the future end use <br /> of the mined areas, except as discussed below. Currently the <br /> post mining land use is rangeland and the new areas will have the <br /> same designation. In the new area that was covered by the 111 <br /> Special Permit, approximately 3 . 03 acres of the area are 2 <br /> industrial sites used by the Concrete Batch Plant for truck <br /> washout and material storage . There is no topsoil or vegetation <br /> on these areas and none will be replaced on them. The Walsenburg <br /> Sand and Gravel Co . (WSG) does not operate the Concrete Plant, it <br /> is covered by a lease between the landowners and the Custer <br /> County Concrete Company. The operator of the concrete batch <br /> plant is responsible for cleaning up the truck washout areas and <br /> the parking area . No work will be needed on these areas by WSG <br /> therefore they are not included in the bond. The approved <br /> Reclamation Plan, including resoiling, and revegetation methods <br /> for the upland areas will remain unchanged from what is currently <br /> approved in the existing permit . WSG will use the revegetation <br /> and resoiling methods approved in the original application, <br /> Technical Revisions and the 111 permit on the new areas . Review <br /> of the Reclamation Plan Map shows how the permit area will be <br /> reclaimed. <br /> The following information was reproduced from the 2002 <br /> application packet and information was added as appropriate for <br /> the new area. <br /> 3 . 1.2 . Reclaiming Substituted Land <br /> Even though the operator owns the adjacent land, no substi- <br /> tuted land will be reclaimed in this operation. The operator <br /> has not previously abandoned un-reclaimed mining lands . <br /> 3 . 1 . 3 Time Limit and Phased Reclamation <br /> The operator will carry on reclamation with full due diligence <br /> if required by MLRB . However, this will be a long term opera- <br /> tion depending on runoff and business demand. It has already <br /> been in operation for over 79 years and we expect it to con- <br /> tinue for some time . <br /> 3 . 1.4 Public Use <br /> The owner/operator does not plan on allowing any public use . <br /> Mining will be done by an MSHA approved contractor, and the <br /> public will not be allowed on site without a company represen- <br /> 1 2 (REVISED 3/6/2020) <br />
