February 25,2020 C-1981-035/King Coal Mine JHB <br /> Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Snowmelt was occurring during the inspection. Runoff was flowing as designed into the designed ditches <br /> and sediment ponds. Some ice exists in ditches and in the bottoms of the ponds at both King I and King II. Both <br /> the east and west ponds at King 1 were holding a shallow pool of water that was partially frozen. The ice levels <br /> are well below the riser pipes and well below discharge elevations. No ponding or pooling or water outside of the <br /> drainage system was noted. @ culverts had material partially blocking them. C 15 outlet has ice and gravel <br /> partially blocking the outlet. Some of the ice will melt out,but once temperatures allow,the gravel needs to be <br /> cleared from the outlet. The inlet to C16 has gravel from the pad area pushed into the ditch and limiting the <br /> designed flow. Water was getting into and through both of these culverts,but area maintenance should assure that <br /> designed flows can be maintained. <br /> Pond 1 at King II was holding a partially frozen pool of water well be low discharge elevation. Outslopes and the <br /> embankment of Pond 1 are in good condition. <br /> Sediment traps along the King 1 haul road have been cleaned of sediment and appear in good condition. <br /> The SAE at the entrance road to King II from the County road had an iced over pool of water,but runoff was <br /> flowing appropriately and not short circuiting the system. <br /> The Division is evaluating appropriate locations to be designated as Groundwater points of compliance. <br /> Groundwater wells,MW-3 and MW4 cluster were visited so the inspector has a clearer visualization of their <br /> locations. No concerns were noted at either of these monitoring well clusters. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> GCC is placing coal waste at the lower area at King I and not hauling refuse up to the top of the waste <br /> pile. The haul road and upper portions of the refuse pile are snow covered. Reducing the traffic on the haul road <br /> in the winter months is an effective way to reduce sediment off the pile during winter conditions. Coal waste <br /> handling on the lower bench area looked good. A loader was working the material at the time of the inspection. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> The roads throughout King II are clear of snow,draining appropriately, and not pooled with water. <br /> The haul road at King I was clear of snow to the area the loader was working the refuse on the lower bench.
