February 25,2020 C-1981-035/King Coal Mine JHB <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> The topsoil stockpile at King II was inspected. Good vegetative cover is present on the pile and thin snow <br /> cover was present on this pile. Noxious weed species were unidentifiable at this time,but no apparent problem <br /> species were noted. Runoff from the topsoil stockpile are captured in a berm around the pile. No recent coal dust <br /> deposition was observed on top of the snow. Wade and I discussed potential solutions to the coal dust deposition <br /> on the pile. Wade considered that replacement of the "windows"on the clean coal stacker will prevent the <br /> airborne coal dust the inspector noted in October 2019.We also discussed a commitment in the permit that prior to <br /> utilizing the stockpiled topsoil, soil sampling would be conducted to define the limits of the coal deposition, and <br /> GCC would commit to scraping the contaminated soil off and disposing of the impacted topsoil prior to <br /> distribution of the uncontaminated topsoil.
