Wade Wymore of GCC accompanied the
inspection and represented GCC.
The weather was cool and dry. Patchy snow still is present in areas throughout the mine and adjacent land.
AIR RESOURCE PROTECTION—Rule 4.17:
The wind was fairly calm, Coal dust was not blowing at the time of the inspection. The operator discussed
replacing the "windows"on the clean coal stacker. Several of the flaps were missing or worn. Replacement of
these safeguards should minimize coal dust blowing off site,or on to the adjacent topsoil stockpile.
AVAILABILITY OF RECORDS—Rule 5.02.4(1):
Mine records were inspected after completion of the ground inspection. Mine records are stored in Jordan
McCourt's office. Records are well organized in a 3-ring binder,or available on-line (DRMS laserfiche). The
landowner agreement for the Wiltse well is out of date. Please file the current agreement in the book.NPDES
records are submitted electronically to the CDPHE and copied to the Division. GCC no longer prints our paper
copies. Verification of submitted reports is acceptable.
BACKFILL and GRADING—Rule 4.14
Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f);
Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6:
GCC has implemented the approved exploratory trenches from MR50. Only 2 of the trenches were
constructed. Both disturbed area were backfilled and blended with the adjacent slope. The backhoe track to the
exploratory trenches had been graded and the surface left rough. The operator minimized the disturbance related
to this exploratory work.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Number of Partial Inspection this Fiscal Year: 5
Number of Complete Inspections this Fiscal Year: 3
Page 2 of 7
