CIM CONTINENTAL MATERIALS CORPORATION <br /> h. During the December 2019 site visit, mine representatives described the technique proposed to safely <br /> fill voids in the slide area in order to limit settling and loss of backfill material in potentially large voids. <br /> Please provide a narrative describing how this will be accomplished and provide figures as necessary. <br /> Response: The slide material has naturally consolidated under its own weight over the last 10 years <br /> thus limiting the remaining void space. CIVIC will backfill against the slide material and take extra <br /> precautions when compacting the material.This will include the standard compaction methods <br /> discussed in the permit and may include using excavator attachments to compact around protruding <br /> rocks, similar to the compaction that occurs around the standpipes in Area H.Also, placement of the fill <br /> will proceed from the outward edge of the slope towards the existing quarry wall.As the fill approaches <br /> the slide area, a work zone that is 30 feet wide shall be maintained away from the existing wall. This <br /> area shall be restricted so that no ground personnel are present, and all equipment shall be operated in <br /> a fashion that is perpendicular to the wall. Operators will position the equipment to allow the cab to be <br /> as far from the wall as practical.The intent is to maintain the equipment in a position between the <br /> operator and the rock wall as much as possible. Example: HB 215 Komatsu excavator with a hydraulic <br /> Breaker was used to vibrate fill in and around boulders in the slide interface. D-9 Cat Dozer or 980 Cat <br /> loader would push lose material into the face from a push that is perpendicular to the face. Mechanical <br /> compaction begins as dirt is pushed into the boulder bed.-Any suspected voids are then compacted by <br /> vibration from the excavator and hydraulic attachment. <br /> 10. Slide Monitoring, p. D-3:The response requires additional background information for the public <br /> record. Please provide the following: <br /> a. Slide monitoring reports, summaries and/or data for the monitoring that has occurred to date for <br /> visual inspections, drone investigations and prism monitoring. <br /> Response: The slide monitoring to date has included robotic prism surveying,visual inspections, drone <br /> imaging, and the monitoring was performed primarily for worker safety.The data were reviewed on an <br /> as-needed basis again for worker safety, but formal reports were not prepared. During reclamation <br /> activities, CIVIC will prepare monthly monitoring reports that summarize the monitoring data. <br /> b. Criteria related to observed movement(from any of the monitoring methods)which indicates a slide <br /> is imminent or forthcoming.This should include assessments of existing tension cracks above the slide <br /> failure.As a reminder, Rule 8 requires Operators to notify the DRMS within 24 hours and a commitment <br /> to notify the DRMS within 24 hours after the Operator has knowledge of a failure or imminent failure of <br /> any slope that poses a reasonable potential for danger to persons or property. <br /> Response: CIVIC acknowledges the requirement to notify DRMS of a failure or imminent failure.The <br /> prism system and the daily slope inspections were the primary sources used to characterize slope <br /> movements and maintaining worker safety.The prism system alarm has been established at 0.1' of <br /> Pikeview Quarry Amendment 4, Response to Adequacy <br /> February 7, 2020 <br /> 5 <br />
