UK CONTINENTAL MATERIALS CORPORATION
movement per day, and while these notices require action by CIVIC, they may not reach the magnitude
of failure or imminent failure requiring a notice to DRMS. Following an alarm, additional inspections are
performed, and decisions on notifications and continued work will be based on the results of the
inspections and prism data.
c. Map with locations of existing prism locations.
Response: A map with existing prism locations has been included in Exhibit C.The map of prism
locations will be updated and resubmitted to the Division at the start of reclamation activities and as
prisms are installed during reclamation.
6.4.5 EXHIBIT E—Reclamation Plan
12.Topsoil Importation:The response requires additional clarification for the purpose of estimating the
required reclamation bond. Page E-4, 3rd paragraph from SAR response and your Comment 12
response, there is an expectation to affect 139.1 acres. If all affected area is to be covered with 6 inches
of topsoil, an estimated 112,207 CY of topsoil will be required for reclamation. Two topsoil stockpiles are
identified on Exhibit C-1 totaling about 1.5 acres. Please provide the following:
a. An estimated volume of available topsoil in each of these stockpiles and explain how any additional
required topsoil/growth media will be obtained from both borrow and if applicable, offsite material.
Response: Estimates of the existing stockpile volumes are in Exhibit E. Each stockpile is estimated to
contain approximately 20,000 cubic yards of topsoil. Exhibit E also specifies that disturbing the
additional 20 acres will provide approximately 16,000 cubic yards of topsoil.Topsoil from these areas
will be removed and stockpiled, then used to reclaim the disturbed areas. There is a topsoil deficit of
approximately 56,000 cubic yards, which will be imported, or a growth media generated onsite.
b. If this volume involves the additional borrow area north of the shop area, please also state where the
topsoil volume necessary for reclamation of this area will be obtained.
Response: The volume calculations do not include any borrow areas outside the affected lands
boundary. As discussed below and in Exhibit E,topsoil will be imported, or a growth media will be
generated.
c. If growth media is to be "manufactured", please provide a description of the organic/amendment
material, where it will come from, and what onsite or imported material with which it will be mixed.
Response: Exhibit E discusses how the growth media will be generated using fertilizer, wood chips,
compost, or other available organic materials. Onsite soil will be used as the soil matrix and imported
materials will be used to provide the organic content.
