CnKCONTINENTAL MATERIALS CORPORATION
36. Weed Control:The DRMS is aware the site has instituted a noxious weed control program as
mentioned on p. E-7. Please outline this program for the public record and list specific species of interest
for this site pursuant to Rule 3.1.10(6).
Response: In 2016, the target noxious weeds identified were common mullein, dalmatian toadflax,
musk, scotch and Canada thistle, bindweed, white top and diffuse knapweed. Exhibit E has been revised
to include a typical weed control plan.
37.Tree Survival Criteria: Rule 3.1.10(1) requires a diverse and long-lasting cover.A 70%survival rate for
trees is proposed (ref. p. E-5, Revegetation). Please state your proposed criteria for tree survival. Will
this criteria be applied to all planted tree species equally?
Response: Exhibit E has been revised to include specifications on tree survival criteria. The criteria are
based on USFS specifications in the Pikeview Quarry Environmental Assessment.
38.Tree and Shrub Specifics: Page E-4 references a 2001 EA seeking re-establishment of a Douglas Fir—
Lodgepole pine forest in the western-most USFS area, above elevation 7450.Table E-1(p. E-5) suggests
a Douglas Fir-Ponderosa Pine combination.The third paragraph on p. E-5 proposes a Pinyon-Juniper
community between elevations 7250 and 7450 by planting 30 to•60 trees per acre. The fourth paragraph
on p. E-5 states the base of the property (presumably below elevation 7250)will be planted with 336
Gambel's oak or mountain mahogany plugs per acre.Table E-3 (p. E-7) provides a seed rate for
mountain mahogany. In order to generate a reclamation cost estimate, the DRMS needs specifics plans.
Please address the following:
a. Ponderosa vs. Lodgepole pines:Are you proposing lodgepole or ponderosa pines? If ponderosa, why
differ from the EA?
Response: Exhibit E has been revised to specify ponderosa pine.According to the Pikeview Quarry EA,
the dominate coniferous forest tree species is Douglas fir, with ponderosa pine, one-seeded juniper and
pinyon pine as sub-dominates.We therefore propose a mix of Douglas fir and ponderosa pine in equal
amounts in the area which was the "Coniferous Forest"as shown in the EA.
b. Pine diversity: Please specify a breakdown of the number of Douglas fir and pine (ponderosa or
lodgepole) per acre in support of Rule 3.1.10(1).
Response: We propose a mix of Douglas fir and ponderosa pine in equal amounts in the area which was
the "Coniferous Forest" as shown in the EA.
c. Pinyon vs.juniper: Please specify a breakdown of the number of pinyons and junipers per acre in
support of Rule 3.1.10(1).
Pikeview Quarry Amendment 4, Response to Adequacy
February 7, 2020
12
