CNK CONTINENTAL MATERIALS CORPORATION
Response: Exhibit E has been revised to specify the planting rates for the Pinyon-Juniper areas.
d. Shrub plugs vs seeds: Please clarify if both mountain mahogany plugs and seeds are proposed for
revegetation.
Response: CIVIC will plant both shrub tublings/plugs and seeds.
e. Shrub diversity: Please specify a breakdown of the number of mountain mahogany plugs and
Gambel's oak plugs per acre in support of Rule 3.1.10(1).
Response: Exhibit E has been revised to specify that mountain mahogany plugs and Gambel's oak plugs
will be planted at the rate of 12 shrubs per acre.
f. Seeding clarification: It is uncertain to which areas the proposed seed mixes in Tables E-2 and E-3
apply. Is the boundary strictly between Federal (USFS)and private, or is it above and below elevation
7450? Please clarify and provide seeding areas relative to the 139.1 acres of proposed disturbance.
Response: The seed mix in Table E-2 will be used on USFS land, and the seed mix in Table E-3 will be
used on private lands.A map showing the seeding areas has been included in Exhibit F.
39. Exponent Report:Section 3.1 in Exhibit 6.5 references a 2011 "Investigation of the Pikeview Quarry"
by Exponent Failure Analysis Associates and Core logs for drill holes EXC-1 to EXC-4.The DRMS does not
have the Exponent report or the core logs in our record. Both are referenced again for AM-04. In
addition, there is a reference to a clay bed in Table 3.2. Please provide the following:
a. A copy of the Exponent report,
Response: The Exponent report is included on the attached USB drive.
b.The Core logs for holes EXC-1 to EXC-4, and
Response: The logs are included in the Exponent report.
c. Investigations and/or reports supporting the existence and properties of the clay layer.
Response: The Exponent report discusses in detail the investigation of the clay layer and the material
properties of the clay layer and other materials onsite.
40. Seismic Coefficient:The seismic coefficient for the slope stability analysis in Exhibit 6.5 was set at
0.030g and appears to have been set utilizing the peak gravitational acceleration (PGA)and long-term
spectral acceleration (S1). It appears there is not an industry standard for determining the appropriate
seismic coefficient for these types of projects and common practice appears to accept professional
Pikeview Quarry Amendment 4, Response to Adequacy
February 7, 2020
13
