6. Mining will occur in —20 acre parcels, please identify the maximum acreage that <br /> will require reclamation at any given time during the operation. This information is <br /> necessary for the Division to calculate an accurate reclamation bond. <br /> Exhibit L: Worst Case Reclamation Scenario details the anticipated maximum acreage <br /> disturbance at any given time and should be used for calculating an accurate reclamation <br /> bond. 100 acres is the maximum amount of disturbed acres at any given time: 30 acre <br /> processing area,three approximately 20 acres phases, and an additional 10 acres of topsoil will <br /> be necessary to reclaim the current 10 acre area of open dump. <br /> 7. Please describe how the main processing area be prepared prior to initiating <br /> mining activities. <br /> The main processing area will be stripped of topsoil and overburden and will be placed into <br /> a long-term stockpile—a sediment control structure—along the western edge of the processing <br /> area. Overburden will be used to create the processing area sediment control structure in the <br /> southwest extent of the processing area and will be topped with recovered topsoil. Topsoil and <br /> overburden from mining Phase 1 may also be used in this way. The area will be gently sloped to <br /> allow for water to flow into the sump area. When road base becomes available following mining <br /> of Phase 1, the processing area will be capped with road base. These details are included on page <br /> D-5 and Figure 3. <br /> 8. It is stated that quantities of overburden may be sold as a secondary commodity. <br /> On Page 1, Item 5.1 on the Application Form, the Applicant did not indicate any <br /> incidental commodities(s) to be mined. Please explain this discrepancy and update <br /> the Mining Plan and/or Application Form accordingly. <br /> Language regarding potential secondary commodity sales of overburden is removed from <br /> the 112c permit file; therefore, no changes will be required to the Application Form. <br /> 9. The Mining Plan states that explosives will be used. The Applicant will submit to <br /> the Division for approval a Pre-Blast Survey Plan and a Blasting Plan. <br /> • Pre-blast surveys must be conducted at all structures located within one- <br /> half mile of the proposed permit boundary. Written requests to conduct pre- <br /> blast surveys must be sent to owners of all structures a minimum of 30-days <br /> prior to initiation of blasting. <br /> • The blasting plan shall be developed to outline the procedures and methods <br /> that will be used for all blasting work. Details of the Blasting Plan shall be <br /> prepared in accordance with MSHA CFR 30 Part 56 Section 63: Control of <br /> Blasting Operations. At a minimum the plan shall include the following: <br /> • Licensed Blaster <br /> • Blast Pattern Design and Drilling <br /> Bradford Mesa—Preliminary Adequacy Response 3 <br />
