Discuss known discharges,failures, malfunctions, and recently developed Section 3.7 <br /> precautionary measures. <br /> 112.7(g) Fully fence facilities handling, processing, and/or storing oil; and lock and/or guard <br /> entrance gates when the Facility is unattended or not in production. Section 3.3 <br /> Provide adequate security to ensure that master flow and drain valves remain <br /> locked when the Facility is unattended or not in production. Section 3.3 <br /> Lock oil pump starter controls in the"off' position,and locate the controls at <br /> locations accessible only to authorized personnel. Section 3.3 <br /> Securely cap or blank flange the loading/unloading connections of oil pipelines or <br /> Facility piping if the piping is not in service or on stand-by status for an extended Section 3.3 <br /> time. <br /> Provide sufficient lighting to allow the discovery of discharges and to prevent <br /> discharges occurring through acts of vandalism. Section 3.3 <br /> 112.7(h)(1) Where drainage from the unloading area does not flow into a catchment basin or a Section 1.4 <br /> treatment Facility, use a quick drainage system or a containment system which Section 3.1 <br /> holds the largest compartment of any tank car or truck. Section 4.8.1 <br /> 112.7(h)(2) Provide an interlocked warning light or brake interlock system, physical barrier <br /> system,wheel chocks,or warning signs to prevent the departure of vehicles before Section 3.6 <br /> all oil transfer lines are disconnected. <br /> 112.7(h)(3) Prior to filling and departure, inspect the lowermost drain and all outlets for leakage Section 3.6 <br /> on the tank car/tank truck,and adjust to prevent discharge while in transit. Appendix H <br /> 112.7(i) If a field-constructed aboveground container undergoes repair, alteration, <br /> reconstruction, or change in service that may affect the risk of a discharge or failure, <br /> due to brittle fracture or other catastrophe, or has discharged oil or failed due to <br /> Section 4.1.1 <br /> brittle fracture failure or other catastrophe,evaluate the container for risk of <br /> discharge or failure due to brittle fracture or catastrophe and as necessary take <br /> appropriate action. <br /> 112.7(j) Provide a complete discussion of the conformance of the plan to all other applicable <br /> discharge prevention and containment requirements,or any applicable more Section 4.9.4 <br /> stringent State rules, regulations, and guidelines. <br /> 112.7(k) In lieu of general secondary containment required in paragraph <br /> (c)of this section, implement for qualified oil-filled operational equipment the Section 4.9 <br /> alternate requirements as described in paragraph (k)(2)of this sub-section,as Section 4.10 <br /> follows: <br /> (2)(i) Establish and document the facility procedures for inspections or a monitoring <br /> Section 4.10 <br /> program to detect equipment failure and/or a discharge for qualified oil-filled <br /> operational equipment without secondary containment.
