E-4 <br /> Nonetheless, the zoning designation will remain unchanged (unless otherwise modified), as will the <br /> post-mining land use. <br /> (c) A description of how the Reclamation Plan will be implemented to meet each applicable requirement <br /> of Section 3.1. <br /> CSC has addressed the requirements of Rule 3: Reclamation Performance Standards, Inspection, <br /> Monitoring and Enforcement in the following manner: <br /> (1) Rule 3.1.1: Establishing Post-Mining Use <br /> CSC has developed the Reclamation Plan in consultation with the landowner, Guttersen Ranches <br /> LLC. The Permit Area in its pre-mining condition(in its virtual entirety), is rangeland, purposed <br /> toward cattle grazing, with limited oil and gas development activity/facilities randomly located <br /> throughout. <br /> Avoidance of existing oil and gas facilities,to include well heads(active and abandoned),pipelines, <br /> storage tanks, etc. is a component of the CSC mining plan, augmented by Structure Agreements <br /> and/or lease terms and conditions,to ensure non-disruption of such activities. To the extent present, <br /> such oil and gas facilities and activities will remain (undisturbed) in the post-mining (and post- <br /> reclamation)condition. <br /> The CSC mining activities will effectively result in a wide-area lowering of the surface topography <br /> due to the removal of the targeted sand resource,culminating in a mined-out area depression on the <br /> order of 25 to 30 ft., on average. Under steady-state conditions, growth medium will be salvaged <br /> immediately in advance of mining, and be immediately replaced over the prior year's disturbance <br /> area (i.e., "concurrent reclamation"), with seed application occurring immediately thereafter <br /> (subject to seasonal constraints). <br /> A five-year post-reclamation monitoring and maintenance period will be employed at each <br /> area/location to ensure that vegetation and stabilization objectives are achieved. Thus, the post- <br /> mining land use of rangeland will be re-established. <br /> (2) Rule 3.1.2: Reclaiming Substitute Land <br /> Keenesburg No. 2 Mine_112 Reclamation Operation—November 22, 2019 <br />
