E-3 <br /> It is anticipated that standard 4-strand barbed wire fencing will be installed by or in cooperation with <br /> the Guttersen Ranches LLC prior to initiation of operations (to preclude cattle access to the active <br /> mining area) on a to-be-determined basis,throughout the life-of-mine. Exclusion of cattle from each <br /> given reclaimed area will continue for a five-year duration or until bond release(full or partial), after <br /> which the subject area will be returned to Guttersen Ranches LLC with no further restrictions. Thus,it <br /> is anticipated that the success rate for long-term revegetation and site stabilization will be <br /> proportionately increased. <br /> (b) A comparison of the proposed post-mining land use to other land uses in the vicinity and to adopted <br /> state and local land use plans and programs. In those instances where the post-mining land use is <br /> for industrial, residential, or commercial purposes and such use is not reasonably assured, a plan <br /> for revegetation shall be submitted Appropriate evidence supporting such reasonable assurance <br /> shall be submitted <br /> The proposed post-mining land use of the Permit Area is"rangeland",and more specifically,for cattle <br /> grazing (with limited oil and gas development). Surrounding areas (generally comprised of abutting <br /> portions of the Guttersen Ranches LLC holdings) exhibit similar and/or compatible land uses, with <br /> grazing (in conjunction with oil and gas development) prevalent throughout the area. Refer also to <br /> Exhibit I: Soils Information and the therein contained Figure I-1: Soils Mapping (as well as other <br /> supporting figures provided in this Application)for aerial imagery depicting surrounding land use. <br /> Areas to the immediate west of the Permit Area include contiguous"rangeland"holdings of Guttersen <br /> Ranches LLC, as well as limited-scale commercial development within "rangeland" areas extending <br /> further west,to include an oilfield waste deep well injection facility. Extensive"rangeland"extends to <br /> the northwest and north with an increasing density of oil and gas development; and, a solid waste <br /> landfill and former (reclaimed) surface coal mine. Areas further to the north and northeast revert to <br /> "rangeland" with lesser density oil and gas development. The eastern portion of the Permit Area is <br /> generally abutted by the presence of Interstate 76, with "rangeland" present east of Interstate 76, <br /> followed by cultivated(irrigated) croplands further east. A railroad facility is present about two miles <br /> to the southeast,at Tampa. <br /> The current Weld County zoning/land use designation for the subject property (Guttersen Ranches <br /> LLC)upon which mining will be conducted is"Agriculture". This zoning classification allows mining <br /> to be conducted, but subject to "special use" review. Accordingly, the proposed Keenesburg No. 2 <br /> Mine is also subject to approval via the Weld County "Use by Special Review" (USR) process. <br /> Keenesburg No. 2 Mine_112 Reclamation Operation—November 22, 2019 <br />
